EXECUTIVE SUMMARY <br /> <br />The Metropolitan Transportation Commission (MTC) is the Regional Transportation <br />Planning Agency for the San Francisco Bay Area. The MTC requires many of the transit <br />operators in the region to complete a Short Range Transit Plan at least every 5 years. <br />Some operators, like LAVTA, update their plans every two years. The last LAVTA SRTP <br />update was completed in 1994. This SRTP update covers the period from FY 1995/96 <br />through FY 2004/2005. <br /> <br />The principal objective of this SRTP is to prepare and realign the system for two <br />important events that will occur in 1996: a) the opening of LAVTA's new Livermore <br />Transit Center (April), and b) extension of BART service to the new East Dublin station <br />(August). LAVTA's 1992 and 1994 SRTPs contained a general overview of the service <br />restructuring that would be required in 1996 to prepare the system for the new BART <br />service. This SRTP update provides a logical, and more detailed follow up to that earlier <br />planning effort. <br /> <br />The chapters of this plan, and their primary conclusions, are as follows: <br /> <br />Chapter1: Existing Services <br /> <br />The study begin with an overview of the existing service. This chapter summarizes the <br />recent performance of both the fixed route and paratransit systems. Fixed route <br />ridership continues to grow at a steady pace, which is impressive given two important <br />factors: a) ridership on many other systems around the Bay Area has either declined or <br />been stagnant during the last few years, and b) LAVTA was subjected to a 2 week <br />shutdown of the system in September of 1994 due to an operator's strike. Current <br />ridership on the fixed route system is 859,000. <br /> <br />Ridership also continues to grow on the paratransit system, in response to an increase <br />in service hours. For FY 1994/95 the paratransit system transported just under 20,000 <br />passengers. <br /> <br />Productivity on both systems (as measured by passengers/hour) continues to lag behind <br />similar systems throughout both the Bay Area and the rest of the state. Last year (FY <br />1994/95) the fixed route system transported 12.4 passengers per service hour, while the <br />paratransit system carried 1.7 passengers per hour. Improving fixed route productivity <br />is an important component of this service plan. <br /> <br />Chapter 2: Goals and Objective <br /> <br />One of the recommendations from LAVTA's most recent Triennial Performance Audit <br />is that the system should streamline its list of goals, objectives, and standards. <br /> <br />NELSON~NYGAARD CONSULTING ASSOCIATES ES-1 SEPTEMBER, 1995 <br /> <br /> <br />
