An assessment district(s) may be formed through the City for any Plan Area public water <br /> facility expansions. In such case(s), a minimum of 70 percent of the cost of facility <br /> construction must be guaranteed by private participants. The remaining cost may be <br /> ~'onted by the City to help defray the cost of those not wishing to participate (at least <br /> initially). Full pro-rata share cost payment, plus interest, will be required for those within <br /> an assessment district who choose to participate at a later time. <br /> <br /> New home developers will fund the cost of line extensions to their sites beyond those <br /> constructed for the Golf Course and for their pro-ram share (where applicable) of the <br /> costs of oversizing the lines, tank, and pump station constructed for the Golf Course. <br /> They will also be responsible for applicable connection fees, meter costs, and on-site <br /> improvements. <br /> <br /> Existing homeowners will have the option of connecting to the City water system. Those <br /> choosing to connect will fund the cost of line extensions to their sites beyond those <br /> constructed for the Golf Course and for their pro-rata share (where applicable) of the <br /> costs of oversizing the lines, tank, and pump station constructed for the Golf Course. <br /> They will also be responsible for applicable connection fees, meter costs, and on-site <br /> improvements. <br /> <br />8. Private Wells. New private wells may be constructed on lots of record to serve as the <br /> domestic water source for new homes. Domestic water for new homes on subdivided lots <br /> must be provided by way of the City water system. New private wells may be <br /> constructed on any lot to serve as a supplemental source of irrigation water. Existing <br /> private wells may be retained as either the primary water source or to provide a <br /> supplemental source of irrigation water. Water backflow protection for wells will be <br /> required for all dual service homes. New and modified well improvements are subject to <br /> permit approval from Zone 7 of the Alameda County Flood Control and Water <br /> Conservation District, the Alameda County Department of Environmental Health, and the <br /> Pleasanton Building Department. <br /> <br />9. Golf Course Water Quality. A Golf Course Design and Management Plan will be <br /> developed by the City to reduce or eliminate impacts to surface (and underground) water <br /> quality from the Golf Course operation and maintenance. <br /> <br />10. Sewer Hook-Up Options. The City will construct and front the cost of constructing all <br /> off-site sewer facilities required for the Golf Course and Golf Course housing. The <br /> owners of existing homes and the developers of new homes connecting to these facilities <br /> (including the Golf Course housing developers) will be required to reimburse a pro-rata <br /> share of the total cost of construction to the City. <br /> <br /> An assessment/benefit district(s) may be formed through the City for any Plan Area <br /> public sewer facility expansions.
