road is not completed within at least one year in advance of the opening of the Golf <br /> Course, then every effort will be made to complete the Bypass Road within one year <br /> following completion of the East-West Collector road. In such case, temporary vehicular <br /> access to the Golf Course from the Happy Valley Loop will be permitted until the Bypass <br /> Road can be completed. While the City will use its best efforts to have the Road <br /> constructed as soon as possible, the schedule for completing it will also be dependent <br /> upon the timing of development in the North Sycamore Specific Plan Area and the <br /> Spotomo Property, which could delay construction. <br /> <br />4. Golf Course Properties Construction Traffic. Construction vehicles which require access <br /> to the Golf Course and Golf Course housing areas will use the Bypass Road. If it is not <br /> feasible to complete the Road before construction of the Golf Course and Golf Course <br /> housing areas, the City will make every effort to construct a temporary road along this <br /> alignment for use by construction vehicles. If development of the Golf Course Properties <br /> commences prior to the availability of the Bypass Road (or temporary consauction road), <br /> then consauction traffic shall proceed along Sycamore Road to Alisal Street and then <br /> south to the Golf Course and Golf Course housing area until the Bypass Road becomes <br /> available. <br /> <br /> All consauction vehicles must meet the Department of Motor Vehicles noise standards <br /> and be equipped with muffling devices. <br /> <br />5. Consauction ActiviW "Hotline". The City will implement a "hotline" telephone service <br /> during the consauction phases of the Spotomo housing, Golf Course, Golf Course <br /> housing, and Bypass Road projects. Signs will be posted in strategic locations within the <br /> North Sycamore and Happy Valley Specific Plan Areas which identify this service and <br /> contain the City telephone number. This service will be implemented by the City Public <br /> Works Department. The objective will be to answer questions and respond to <br /> consauction activity-related concems of the neighborhood whenever and as soon as <br /> possible. <br /> <br />6. Public Road Maintenance. The City will assume maintenance responsibility for the four <br /> publicly-dedicated roads (Alisal Street, East Mockingbird Lane, Laura Lane, and Happy <br /> Valley Road) within the Plan Area. These roads will receive routine repair and <br /> improvements in accordance with typical city-wide practice. <br /> <br />7. Water Hook-Up Options. The City will construct and front the cost of constructing all <br /> water facilities required for the Golf Course and Golf Course housing in accordance with <br /> a future agreement to be entered into between the City and the Golf Course property <br /> owners. The owners of the existing homes and the developers of new homes connecting <br /> to these facilities (except the Golf Course housing developers) will be required to <br /> reimburse a pro-rata share of the total cost of this construction to the City. <br /> <br /> <br />
