homeowners and new home developers. This would also avoid making existing <br /> homeowners and new home builders pay the full cost of construction when up to <br /> 30 percent of the land owners may not yet care to participate. Full pro-rata share cost <br /> payment, plus interest, will be required for those within an assessment/benefit district <br /> who choose to participate at a later time. <br /> <br /> New home developers will fund the cost of line extensions to their sites beyond those <br /> constructed for the Golf Course, and for their pro-rata share (where applicable) for the <br /> cost of oversizing the lines and pump station constructed for the Golf Course. They will <br /> also be responsible for applicable connection fees and on-site improvements. <br /> <br /> Existing homeowners will have the option of connecting to the City sewer system. Those <br /> choosing to connect will fund the costs of line extensions to their sites beyond those <br /> constructed for the Golf Course and for their pro-rata share (where applicable) of the <br /> costs of oversizing the lines and pump station constructed for the Golf Course. <br /> <br />11. Private Sewer Systems. New private sewer systems will be permitted only on existing <br /> lots of record which: (1) contain a minimum of 40,000 square feet in area, and (2) are <br /> located farther than 200 feet from a public sewer line, subject to termination of the <br /> existing Alameda County sewer moratorium in the Happy Valley area and further subject <br /> to the standard Alameda County Department of Environmental Health requirements. <br /> Sewer service for new homes on subdivided lots must be provided by way of the City <br /> sewer system. Existing homeowners choosing to connect their homes to the City sewer <br /> system will be required to remove or fill their existing on-site septic tanks. Those <br /> choosing not to connect may retain their private sewer system, subject to the requirements <br /> of the Alameda County Department of Environmental Health. Room additions to <br /> existing homes will be permitted to use the existing private sewer system as long as such <br /> addition does not add a bedroom or exceed 1,000 square feet in floor area. The current <br /> Code provision which requires mandatory hook-up of existing homes to the public sewer <br /> system when a new public sewer line is extended to within 200 feet of their home will not <br /> be implemented in the Happy Valley area by the City. The replacement of private sewer <br /> systems which fail must follow the same rules as for new systems. <br /> <br />12. Storm Water Drainage Improvements. Detention facilities will be constructed on the <br /> Golf Course and Spotoruo Properties upon site development in order to reduce the rate of <br /> storm water flow through the Plan Area during peak-flow periods to below existing <br /> conditions (as well as improve runoffwater quality). In addition, road drainage <br /> improvements along the south side of Happy Valley Road and at the southern end of <br /> Alisal Street will be required to mitigate more localized flooding. <br /> <br />13. Police Service. The Happy Valley Area will become part of a regular Pleasanton Police <br /> Department beat, thus allowing for improved police service in terms of increased police <br /> patrol and faster response time to service calls due to the nearby proximity of the <br /> Pleasanton Police Station. In addition, residents can participate in the City's <br /> Neighborhood Watch Program, if they desire. <br /> 4 <br /> <br /> <br />
