General Plan ~mend- <br /> ments that would reduce the effectiveness of adopted Action Plans may lead to a <br /> determination of non-compliance if the Action Plan c~nnot be revised with the <br /> approval of the Regional Committee and the CCTA. <br /> <br /> Financing the Tri-Valley Transportation Plan <br /> <br /> The Tri-Valley Transportation Plan was designed to be a feasible, realistic, financially <br /> constrained plan. Still, the plan will require additional funding beyond that provided by <br />" existing sources. Federal and state funds are limited. The Metropolitan Transportation <br /> Commission's (MTC) Regional Trnn-~portation Plan (RTP) is used as the source for <br /> estimating future public tr~n.~portation revenues. Additional funding is suggested through <br /> the adoption of a subregional traffic impact fee on new, unapproved development. The <br /> Plan identifies 11 regional tr~n.~portation improvements that could be funded through the <br /> impact fee (see Table E-l). Funding these 11 projects, the fee would calculate to about <br /> $2,800 per dwelling .nit and $6 per square foot for commercial/office/industrial space. <br /> Thi.~ discussion is preliminary in nature.
