Goals and Transportation Service Objectives <br /> <br /> Consistent with the Contra Costa and Alameda countywide transportation plans, the <br /> Tri-Valley Transportation Council has adopted the following broad goals to guide this <br /> plnnnlug effort. <br /> <br /> · Improve safety <br /> · Manage congestion <br /> · Enhance mobility <br /> <br /> · Provide and encourage the use of alternatives to single-occupant auto use <br /> · Provide adequate tr3nsportation systems to support laud use plans <br /> <br /> · Integrate transportation planning with concerns relating to air quality, COm mnn~ty <br /> character and other environmental factors <br /> · Sust3in and support the economic vitality of the region through enhanced <br /> mobility. <br /> <br /> According to Action Plan guidelines, these goals are to be achieved through the <br /> specification and monitoring of Tr~n-~portation Service Objectives (TSOs). TSOs are <br /> quautifiable measures of effectiveness that establish a standard for evaluating <br /> trsnsportation system effectiveness. <br /> <br /> No one jurisdictiou's actions can assure that traFFic service objectives on Regional <br /> Routes will be met. Compliance will be determined on the basis of participation and <br /> implementation of Action Pl~n-~.
