Executive Summary <br /> <br /> Transpo~afion Service Objectives <br /> <br /> A key element of the plan is the list of Transportation Service Objectives. These are <br /> objectives that the Tri-Valley cities and counties should use as a guide to mz]dng <br /> transportation and land use decisions. In Contra Costa County under Measure C, the <br /> jurisdictions are required to make a good-faith effort to comply with the transportation <br /> service objectives on routes of regional significance or risk the loss of return-to-source <br /> funds. In AJ~meda County once the plan is adopted, individual jurisdictions are responsi- <br /> ble for maintaining Transportation Service Objectives through their general pl~n-~. The <br /> transportation service objectives adopted by the TVTC are as follows: <br /> <br />'- · M.int~n Level of Service D (V/C < 0.90 or 0.91) on arterials, and measured at <br /> intersections. <br /> · M~ntnin level of Service E (V/C < 0.99) on freeways. <br /> · Mnint~in Level of Service E conditions on 1-580 for no more than four hours per day <br /> (except on Alt~mont Pass) and on 1-680 for no more than eight hours per day. <br /> · Do not increase capacity for single-occupant vehicles at gateways. <br /> · Increase average vehicle ridership for commute trips by 10 percent. <br /> · Increase the transit mode share through providing express transit travel times that <br /> are competitive with autos. <br /> <br /> The TVTP is not intended to be a land use control doe-merit, such as a General Plan. <br /> While the plan is based on a set of growth ass-mptions, the plan should not be interpret- <br /> ed as limiting growth to the ass-reed levels. Ncvc~hcl~:-'-, +~ "~"" ~ ..... ~"'~'""~' <br /> <br /> ~ ..... ~ .,~+; ........ ,~ ~,^,^4 .............. ~A^A +~^ men ...... + fithere are TSO <br /> violations, or projected TSO violations, in a Tri-Valley jurisdiction, then that jurisdiction <br /> can either (a) implement transportation improvements (e.g., road widening) to correct the <br /> TSO deficiency on that affected network segment, or (b) implement other measures <br /> intended to result in measurable improvements to TSOs on the Routes of Regional <br /> Significance network and contribute to significant improvements in air quality. Falling <br /> this, the jurisdiction can refer the problem to the TVTC for joint resolution. In the event <br /> that the TVTC c~nnot resolve the violation to the mutual satisfaction of all members, the <br /> jurisdiction may modify the TSO standard, but only if other jurisdictions are not physical- <br /> ly impacted. <br /> <br /> Action Pb,s in Contra Costa County are required to include the following components: <br /> <br /> · Long-range ass-mptions regaral ng future land use based on local General <br /> <br /> · Procedure for review of impacts resulting from proposed local General Plan nmend- <br /> ments that have the potential to influence the effectiveness of adopted Action Plnn-~. <br /> <br /> The following are requirements for a Contra Costa County jurisdiction to be considered in <br /> compliance in relation to Regional Routes: <br /> <br /> Barton-Aschman Assodates, inc. xiii <br /> <br /> <br />
