Ms. Keller stated Phase H would include two play areas, one for younger and one for older <br />children. They also provided informal picnic areas close to the .play areas, a rest room and <br />drinking fountains. Also included was a hard surfaced pedestrian system which goes around the <br />perimeter of the park and would be lit. <br /> <br />Mr. Zieger explained the proposed lighting system. He stated the type of lighting would be the <br />latest technology in lighting control. The poles are higher and will be at an angle to prevent <br />stray light. <br /> <br />Vice Chairman Dove asked Mr. Zieger to point out the placement of the poles for the baseball <br />field and the location of the additional pole which was added for soccer and to explain how the <br />lights would be used in relation to each sport. <br /> <br />Mr. Zieger stated looking at the geometry of the soccer field, which is a large rectangle of 110 <br />yards long, the simplest geometry would be to put two poles on either side of the field, <br />proportionately spaced against the length of the field, which puts the poles about 150 feet apart <br />on either side of the field with a safety setback of at least 50 feet from the playing edge. He <br />then pointed out the matching positions across the field. <br /> <br />Mr. Zieger said the requirements for a softball field requires that there be a minimum of six <br />poles around the perimeter of the field, two near the backstop, two along the baseline, and two <br />at the corner of the playing field. It is possible to light the softball field with six poles, but it is <br />better done with seven to mitigate glare. One more pole, a total of eight, is required to light the <br />field for soccer. <br /> <br />Mr. Zieger stated the poles vary in height--the ones in the backstop area are approximately 70 <br />feet, the one in the soccer field needs to be approximately 80 feet high. He explained this is <br />common height for sports lighting in an urban area. <br /> <br />VICE CHAIRMAN DOVE DECLARED THE PUBLIC HEARING OPENED. <br /> <br />Tami Kelly, 335 Abbie Street, stated her house backs up to the field. She stated she was <br />distressed to see that the children's play area has been relegated to the second phase, even <br />though at the last meeting consideration was given to placing it before lighting the field. She felt <br />the field is now lit for nighttime play and that increased activity at this field is unpopular with <br />the residents. She expressed concern over adding additional light poles and increasing the height <br />of them. She noted there are other sport fields in Pleasanton but they have no park in their <br />neighborhood for the children, and they are now playing in the streets. She noted the small <br />houses and small yards in this neighborhood and the fact they are the only neighborhood that <br />does not have its own park. She feels if the park is left in Phase H it may be a long time before <br />it is built. <br /> <br />Ms. Kelly presented a petition with 22 signatures of residents in the area who support a <br />playground at this location. <br /> <br />Minutes <br />Park and Recreation Commission Meeting <br />March 9, 1995 Page 11 <br /> <br /> <br />
