Pleasanton Hills, particularly on Monaco Drive, are concerned that <br />the new system reduce the glare and spill light they are now <br />experiencing. <br /> <br />The Commission supported the desire to include a youth and toddler <br />play area in the park and to make the facility more useful to the <br />residents. The proposed Master Plan includes a play area on the <br />Abbie side of the park with convenient access by the neighborhood. <br />The proposed Master Plan also includes casual use picnic areas to <br />complement the play area and serve the neighborhood. <br /> <br />One of the goals of an improved lighting system is to reduce light <br />glare and spill light while providing adequate levels of light on <br />the field for recreational play. Light measurements have been <br />taken in the backyards of six residents, representative of the <br />three groups of homes affected by the lighting system. The <br />readings will serve as a guideline to assure that the new lighting <br />system achieves its goal of reducing glare and spill light in the <br />residential areas. <br /> <br />This project has had considerable input by the various sport <br />groups. The final Master Plan appears to enjoy the support of the <br />various sport groups as it provides adequate lighting for either <br />softball or soccer. Considering the field can only be used by one <br />sport at a time, as it is a multiuse field, the final solution of a <br />light system that is independent for each use appears to satisfy <br />the sport groups and assure the level of light provided will be <br />directed to one use. In other words, when soccer is using the <br />field, only the fixtures on seven poles will be required. The <br />field will be adequately lighted for either sport for recreational <br />levels of play. <br /> <br />DISCUSSION <br /> <br />This project has taken an extremely long time to be defined and <br />found acceptable to all the interest groups; however, the final <br />product should serve the neighborhood and the community for many <br />years. <br /> <br />The funding for the project did not include a play area for youth <br />and toddlers, a pathway system or picnic furniture. The estimate <br />of probable construction cost is $429,532, well over the $272,000 <br />available. Staff believes certain elements in the Master Plan can <br />be delayed, and even deleted, without seriously affecting the <br />project, in particular the circulation system. However, staff <br />believes that it is very important to provide the play areas with <br />the initial project to meet a pressing neighborhood need. <br /> <br />The Park and Recreation Commission recently took action to delete a <br />proposed project due to public input received. A basketball court <br />had been proposed for Harvest Park. The residents of the area <br />unanimously objected to adding a basketball court to the small <br />park. The Commission may at a future date recommend that $30,000 <br />be transferred to this project to assist in funding the play areas. <br /> <br />SR 95:144 3 <br /> <br /> <br />
