At this time, $272,000 is budgeted for the <br />project with the basic goal of providing a Master Plan for the site <br />and to complete the basic improvements identified as paving the <br />parking area, improving the playing field to address problems of <br />drainage and irrigation, and improving the lighting to provide an <br />adequate lighting level for sport field use while reducing light <br />glare and spillage to the residential areas. <br /> <br />The consultants selected for the project, Keller Mitchell Caronna, <br />have participated in a number of public meetings and study sessions <br />to clarify the program for the project and develop a Master Plan. <br /> <br />RECOMMENDED MASTER PLAN <br /> <br />The recommended Master Plan for Pleasanton School Upper Field <br />includes: <br /> <br />· improvements to the irrigation and drainage systems and <br /> rehabilitation of the turf; <br /> <br />· the addition of approximately 46 paved parking spaces; <br /> <br />· the addition of a toddler and youth play area with access from <br /> the neighborhood; <br /> <br />· a new lighting system that will include eight, 80' high light <br /> poles, two more than in place at this time, with state-of-the- <br /> art nonglare fixtures capable of lighting either the softball <br /> field or the soccer field independently but not at the same <br /> time; <br /> <br />· lighted pathways; and <br /> <br />· casual use picnic areas. <br /> <br />PUBLIC REVIEW <br /> <br />Public hearings took place for this project November 10, 1994 and <br />March 9, 1995. The November 10, 1994 Public Hearing invited <br />general input regarding a Master Plan. The March 9, 1995 Public <br />Hearing invited public input regarding the proposed Master Plan. <br />In addition, those residents either adjacent to the park or who <br />would be most affected by any change in the lighting were invited <br />to a special meeting to discuss the proposed lighting system with <br />the consultant. Notices were distributed to 50 homes, 4 residents <br />artended the meeting. <br /> <br />In general, the project has not been of high interest to most <br />residents of the area. Two areas of interest have been expressed, <br />the provision of play areas and the impact of lighting. The <br />residents strongly support including a toddler and youth play area <br />in the project, convenient to the residents.
