ATTACHHENT B

6. PUBLIC HEARINGS

A. Review and Approval of PropoSed Master Plan for Pleasanton Tennis and
Community_ Park, Phase HI Project

As there were no questions on the staff report, Phil Singer and David Evans of Singer and
Hodges, consultant for the project, reviewed the three proposed Master Plans for the park.

Mr. Singer stated that based on input received at an earlier Commi.~sion meeting, they prepared
three alternate designs, Concepts A, B, and C. Those alternates were presented to the Task
Force for their comments.

Mr. Evans pointed out the displayed drawing of the original 1985 Master Plan, and then
reviewed the displayed drawings of the three concepts they prepared.

He noted Concept A is very similar to the original Master Plan and includes a feature tennis
court, four additional tennis courts, handball courts, play area, rest room facility, administration
building, and basketball court. One distinct difference was the introduction of a 200 x 85 foot
in-line hockey rink.

Concept B moved the handball courts toward the canal and opened up a public open space
contiguous to the administration building. Concept B also relocates the basketball court closer to
the parking area and includes two smaller in-line hockey facilities which would be 140 x 60 feet.

Mr. Evans continued that Concept C is markedly different in that there is no in-line hockey
facility included. The play area is closer to the administration building which would eliminate
having to have a second rest room. The handball courts would be located away from the
parking lot, and two basketball courts were included instead of one, and they have been pulled
close together so they could be used as a multiuse facility.

Mr. Singer then reviewed the comments from the Task Force on the three concepts. He stated
the Task Force in general preferred Concept C. Tennis was well received but they felt space
should be reserved to add two more courts sometime in the future if needed. They were in
favor of the feature tennis court, and handball courts were considered important to the project.

Mr. Singer reviewed the comments from the Task Force on the advantages and disadvantages of
including in-line skating. The advantages were taking youth off the street and bringing teem and
pre-teens into the park. Some disadvantages were the tennis players felt the skating could be a
distraction to them. They also felt parking could be an issue if in-line skating were allowed.

Vice Chairman Dove asked about the total number of parking spaces that would be available,
and Mr. Evans responded 112 and also street parking would be available on Paseo Santa Cruz.

Minutes
Park and Recreation Commission Meeting
March 9, 1995 Page 3
