A public workshop was held December 14 and approximamly 30 residents artended. She briefly
discussed the issues which were brought up at the meeting. 'l=nere was lack of support for the
putting green and golf practice cage. There was discussion on whether 10 or 12 tennis courts
were needed, and staff believes 10 courts are adequate. Four handball courts are included in the
Master Plan and there was a desire expressed to have eight handball courts. Because they are
expensive and the market untested, staff believes four courts ~,ould be adequate. Regarding
parking and circulation, there was some concern about the intersection of Paseo Santa Cruz and
Camino Seguro, and it was suggested a stop sign should be considered. The Master Plan for the
administration building included a child care area and shower rooms. It was felt these items
should no longer be considered. They did want to leave a shower for men and a shower for
women for limited use. Other than these items, general support was shown for the original
Master Plan.

Ms. Bengtson introduced Phil Singer and David Evans, Singer and Hodges, consultants for the
project.

At this time, there was a slide presentation by the consultant ~'hich showed the existing
development and the original Master Plan.

Mr. Singer reviewed comments made at the public workshop which was held in December and
which for the most part were reviewed by Ms. Bengtson earlier in the meeting and in her staff
report. He did add residents were very supportive of a children's play area. He also stated a
concern was expressed that the existing floor plan for the administration building does not have
adequate storage space.

Mr. Singer stated they are now looking for a sense of direction from the Commission so that
they can come back with designs.

Chairman Silva asked about the size of the tennis courtS. Mr. Evans responded approximately
120 x 120.

Commissioner Dove stated there was concern expressed at the workshop regarding the spillover
from the lights on the Tennis Courts to the other side of the Arroyo. Referring to a displayed
map, Mr. Evans noted the closest resident is 160 to 200 feet. The courts would be set down
into the landscaping. He felt the general feeling was that the~ would not be a problem.
Commissioner Sedlak discussed in-line hockey and noted concern was expressed regarding the
level of noise generated by in-line hockey and its close pro~nity to the tennis courts. He
requested the consultant check with the tennis personnel regarding this matter.
Commissioner Maas asked about the square footage of the ~stration building. Mr. Evans
responded it was 2,600 square feet in the original master plan. It has not been redesigned but
the size will depend on program. A storage area in the building has been suggested.

Minutes
Park and Recreation Commission Meeting Page 5
January 12, 1995
