Paseo Santa Cruz, the additional parking needs of the proposed <br /> in-line rinks exceed the number that will be available <br /> considering the parking lot and street. While additional parking <br /> would be available on the far side of Santa Cruz, staff does not <br /> encourage parking that requires park users to cross a street. <br /> Because of the curve in Paseo Santa Cruz, this would be of <br /> particular concern. <br /> <br /> The issue of noise generation from the in-line program was <br /> discussed. While the in-line skating itself is quiet, noise <br /> generated by a puck or ball hitting against the wall, players <br /> hitting the wall and spectator shouts, while a wholesome part of <br /> the sport, was of concern to both residents and tennis players on <br /> the Task Force. <br /> <br /> The Task Force was concerned that the addition of in-line skating <br /> in the park would increase the use to an unsatisfactory level. <br /> While the Task Force recognized the park was not intended to be a <br /> passive park, many uses were proposed that invited use, they <br /> believed the in-line rinks overload the park with activity. <br /> <br />During the meeting, the consultant stated that the proposed <br />minimum in-line facility would cost about $160,000. Those <br />attending did not wish to give up any elements in the project to <br />fund in-line. It was also noted that at the first Task Force <br />meeting, two tennis courts were removed and, at a later meeting, <br />support was provided to eliminate the single rest room, in an <br />effort to place the project within budget. <br /> <br />At the conclusion of the meeting, the Task Force again <br />unanimously indicated their support for Concept C. <br /> <br />DISCUSSION <br /> <br />Considering the information provided by the in-line skating <br />citizens, it is apparent that the minimum in-line standard <br />proposed in Concept B is fairly accurate. Simply trying to <br />include some in-line on the basketball courts, a consideration <br />introduced at an earlier meeting, would not provide an adequate <br />area of play and would provide direct conflict with those wishing <br />to play basketball. <br /> <br />It is also clear that there is a considerable need for an in-line <br />skating facility. The popularity of the sport is growing. Staff <br />believes the Department will be implementing a spring and summer <br />program that will fully utilize three temporary rinks on the <br />Pleasanton Middle School campus. <br /> <br />Staff does not support placing two small in-line rinks in <br />Pleasanton Tennis and Community Park. That element appears to be <br />forced and does not compliment the other uses. Staff also <br />believes the parking provided is inadequate to accommodate the <br />additional element. <br /> <br /> <br />
