Goals and Transportation Service Objectives <br /> <br /> Average Vehicle Ridership (AVR). On average, reduce the nnmber of vehicles used for <br />_, COmmUte trips by 2010. This has air quality as well as traffic benefits. The Average <br /> Vehicle Ridership is a measure recommended by the Bay Area Air Quality Manage- <br /> ment District. Their recommended goal is AVR = 1.35 for large employers in the Tri- <br />_ Valley by 1999. The current AVR is about 1.15. The tr~n-~portation service objective is <br /> to increase the overall AVR for all employers, large and small, by 10 percent. <br /> <br /> Transit Travel Times. Express t~nsit options should be provided that equal or better <br />' auto travel times in the major corridors (I-680 and 1-580) by 2010. Transit travel times - <br /> must be reasonably competitive with auto travel times in order to attract riders. <br /> Tr3n.~it travel time should be reduced through the provision of more frequent service, <br /> more express service versus local service, with high-occupancy vehicle lanes, and with <br /> ramp metering and HOV bypass lanes. <br /> <br />' Barton-Aschman Associates, Inc. 40 <br /> <br /> <br />
