Proposed screening shall be reviewed for conformity to these requirements and ap- proved by the Planning Director prior to issuance of a building permit. 24. The developer shall post address numerals on the building so as to be plainly visible from all adjoining streets or driveways during both daylight and night time hours. 25. Only modular newspaper dispensers accommodating more than one newspaper shall be allowed outside of the building within the development. The design of these dispensers shall be approved by the Planning Director. Landscape Design and Irrigation System Operation Requirements: 26. The developer shall enter into an agreement with the City, approved by the City Attomey, which guarantees that all landscaping and open space areas included in this project will be maintained at all times in a manner consistent with the approved landscape plan for this development. Said agreement shall nm with the land for the duration of the existence of the structure located on the subject property. 27. A final landscape plan and irrigation plan shall be submitted to and approved by Planning Director as part of the building permit plan set prior to issuance of an on-site permit. Said landscape plan shall be consistent with the approved landscape plan plus any condi- tions of approval, and shall be detailed in terms of species, location, size, quantities, and spacing. 28. Six inch (6") vertical concrete curbs shall be installed between all paved and landscaped areas. 29. All trees used in this proj ect's landscaping shall be a minimum of fifteen (15) gallons in size and all shrubs shall be a minimum of five (5) gallons, unless otherwise shown on the approved landscape plan or referenced by a condition of approval. 30. The developer shall provide root control barriers and four inch (4") perforated pipes for parking lot trees, street trees, and trees in planting areas less than ten feet (10' 0") in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. 31. Prior to occupancy, the landscape architect shall certify in writing to the Planning Direc- tor that the landscaping has been installed in accordance with the approved landscape and irrigation plans with respect to size, number, and species of plants and overall design con- cept.
