<br />. r I <br /> Resolution No. 96-87 <br /> Page Two <br /> WHEREAS, a continuous exchange of information between the sub-committees took place <br /> through the co-chairs at Steering Committee meetings; and <br /> WHEREAS, upon completion of the sub-committee work the Steering Committee reviewed the <br /> various recommendations with the purpose of coordinating them and resolving <br /> potentially conflicting recommendations between sub-committees; and <br /> WHEREAS, City staff then revised the General Plan based upon the Steering Committee <br /> recommendations and prepared a Draft Environmental Impact Report, dated <br /> January 31, 1996, a fiscal analysis, and an alternatives report; and <br /> WHEREAS, the City provided proper public notice of completion of the Draft Environmental <br /> Impact Report for the proposed General Plan; and <br /> WHEREAS, the Planning Commission on March 13, 1996 held a public hearing upon the <br /> Draft Environmental Impact Report; and <br /> WHEREAS, the Planning Commission on May 13, 1996, recommended to the City Council <br /> that the City Council certify the Final Environmental Impact Report for the <br /> proposed General Plan Update; and <br /> WHEREAS, on May 28, 1996 and on June 13, 1996, the City Council held a public hearing <br /> on the Final Environmental Impact Report for the General Plan Update; and <br /> WHEREAS, the City has accepted and responded to comments to the Draft Environmental <br /> Impact Report from public agencies having jurisdiction by law, persons having <br /> special expertise with respect to any environmental impact involved, and other <br /> persons or organizations having an interest in the proposed General Plan; and <br /> WHEREAS, although not required to do so, the City has accepted and responded further to <br /> additional comments made on the City responses to the Draft Environmental <br /> Impact Report; and <br /> WHEREAS, the Final Environmental Impact Report has been prepared and contains (1) the <br /> Draft Environmental Impact Report, (2) comments and recommendations received <br /> on the Draft Environmental Impact Report, and the responses of the City of <br /> Pleasanton to significant environmental points raised in the review and <br /> consultation process, (3) comments received on the City's responses to significant <br /> environmental points raised, which comments are attached as Exhibit 1, and <br /> (4) further responses to (3), which responses are attached as Exhibit 2; and <br />
