18. All retaining walls higher than four feet from the top of the wall to the bottom of <br /> the footing shall be constructed of reinforced concrete with stone veneer to match <br /> the home or shall be an approved crib wall type. The materials of the exterior wall <br /> surface shall be an earthtone color and shall be submitted for the review and <br /> approval by the Planning Director. Calculations signed by a registered civil <br /> engineer shall accompany the wall plans. <br /> <br />19. Prior to the issuance of a building permit, the applicants shall pay the applicable <br /> Zone 7 and City connection fees and water meter cost for any water meters, <br /> including irrigation meters. Additionally, the applicants shall pay any applicable <br /> Dublin-San Ramon Services District (DSRSD) sewer permit fee. <br /> <br />20. The applicant shall submit 3 full-size sets of construction plans (wet-stamped and <br /> signed), 2 sets of the necessary structural and Title 24 calculations, 2 copies of a <br /> site specific soils report, and the completed Building Permit Questionnaire to the <br /> Building Department, along with the necessary fees, to initiate the City's plan <br /> check process. The plan check will be accepted only after the completion of the <br /> Design Review procedure's 15-day appeal period, unless the applicant submits a <br /> signed statement acknowledging that the plan check fees may be forfeited in the <br /> event that the approval is overturned or the design is significantly changed as the <br /> result of an appeal. In no case will a building permit be issued prior to the <br /> expiration of the 15-day appeal period. In addition, the applicant shall submit to <br /> the Planning Director prior to building permit issuance one 11" by 17" set of <br /> reductions of the architectural, site, grading, and landscape plans. <br /> <br />21. All building and/or structural plans must comply with all codes and ordinances in <br /> effect before the Building Department will issue permits. <br /> <br />22. The house shall be constructed to meet Title 24 State energy requirements. <br /> <br />23. The applicant shall include erosion control measures on the final grading plan. <br /> The applicant is responsible for ensuring that the contractor is aware of such <br /> measures. All cut and fill slopes shall be revegetated and/or stabilized as soon as <br /> possible after completion of grading, or by October 15, whichever occurs fn'st. If <br /> permanent landscaping is not in place by October 15, no grading shall occur unless <br /> approved erosion control measures are to the satisfaction of the Building <br /> Department. Such measures shall be maintained by the owner until such time as <br /> permanent landscaping is established. <br /> <br />24.
