Direct costs do not include: <br />General City overhead which includes custodial or maintenance services or supplies for <br />facilities. <br />• Financial services, legal services, etc. <br />• Maintenance or servicing of parks <br />Each program has a goal of how they are to achieve the cost recovery assigned to the program and <br />have a flexible time line for achieving the goal. <br />The decision on the percent of cost recovery to be achieved is determined by staff's perception of <br />community values. Such programs as PYB, basic swimming lessons and recreational swimming, <br />Knothole, programs considered of high value to youth and the community, the cost recovery does not <br />include the office overhead which places the recovery somewhere in the 70% area. Fee classes, adult <br />sports, preschool, etc., core programs considered a service to the individual, are targeted for 100% <br />recovery. <br />The Amador Theater Fee Policy is well established and is included as part of this document. The fee <br />schedule for other facilities is based on full recovery of costs related to the event or use for sponsored <br />nonprofit organizations, full recovery of cost related to the event or use plus overhead estimated for <br />the facility for residents, with an additional approximate 25 % charged nonresidents to cover all City <br />costs. <br />Nonresident Fee <br />The nonresident fee is applied to the basic program fee for all nonresidents enrolling in any program <br />accepting nonresident participants. Certain programs such as Preschool, Pleasanton Youth Basketball <br />(PYB), and Aquatic Center Family Passes, do not, or will not in the future, accept nonresidents due to <br />lack of space. <br />It is the adopted Council fee policy to close programs to nonresidents when the program capacity does <br />not exceed resident demand. Some programs have rather complex registration processes that provide <br />Pleasanton residents preferred status, both as to program time and access. This registration process is <br />used in the Adult Softball, Aquatic Exercise, Basketball, and Volleyball Programs. As the number of <br />Pleasanton residents increase, the opportunity for nonresidents to participate decreases. <br />The nonresident fee for fee classes is $3.00 for fees up to and including $30.00; above $30.00, it is <br />10% of the base fee. This is consistent with fees charged nonresidents in Dublin and Livermore. The <br />nonresident fee for adult sport teams is $15 per nonresident player for a full season with a cap on the <br />team nonresident fee of 12 players. Nonresident players who work in Pleasanton pay an additional <br />$8.00 per player per full season of play. The nonresident fee for drop-in gym programs is an <br />additional $1.00 for youth or adults. The basic softball team league fee is comprised of all direct costs <br />and results in a fee per season that may range from $350 to $600.
