Honorable Mayor and Members of the Council: <br />BACKGROUND <br />All fees and charges established by the Department of Parks and Community Services are to be <br />approved by the City Council Resolution 92-99 (Fee Policy) and Resolution 92-200 (Master Fee <br />Schedule). During the past two years, the Department has made various adjustments to the fees and <br />charges to compensate for increases in staff/contractor salaries and program materials and have added <br />and omitted classes and programs due to demand or lack of demand. Effort has been made to delete <br />from fees submitted for approval those "add-on" items that are controlled by the market, i.e., <br />insurance, uniforms, books. <br />If no change is proposed, the existing fee remains in place. If an increase is considered significant, <br />10 % of existing fee, or special circumstances exist, an explanation has been provided for the proposed <br />fee. <br />BASIS FOR FEES <br />The basis for fees varies between programs. The adopted Council fee policy has established revenue <br />goals for programs based on the service provided. <br />Direct Program Costs <br />It is the adopted Council fee policy to recover 70%-100% of the direct program costs for all <br />revenue-generating programs except the Senior Program, Theater, Paratransit and the Recreational <br />Activities for the Developmentally Disabled Program. Those programs are expected to recover a <br />much smaller percentage of direct program costs. <br />Direct program costs include: <br />• Staff time (temporary, full-time and contract) associated with the program except the Director <br />and office staff. <br />• Program materials and supplies and costs unique to the program such as travel, etc. <br />• An additiona130% to account for office overhead (Director, staff, promotion, etc.). <br />• The gas and electric costs associated with the tennis, softball, and theater programs. <br />• Temporary staff who provide custodial and basic, simple pool maintenance tasks at the <br />swimming pool. <br />SR 97:289 Page 2 <br />
