THE CITY OF <br />,..,..w,,,, e <br />4F <br />~R ~w 1 111 1 11 'wlw <br />L~ ~S~NTON ~;t ~ounC;, <br />y <br />Staff Report <br />October 7, 1997 <br />Parks and Community Services <br />SUBJECT: Approval of Fees and Charges for Recreational Services and Facilities <br />PARK AND RECREATION COMMISSION RECOMMENDATION: <br />The Park and Recreation Commission, at their meeting of September 11, 1997, adopted <br />a motion recommending approval of the proposed fees and charges for recreational <br />services and facilities. <br />STAFF RECOMII~NDATION: <br />Staff concurs with the recommendation of the Park and Recreation Commission. <br />SUMMARY: <br />It has been two years since the fees and charges for recreational services and facilities <br />have been reviewed and adjusted. The Department has implemented new classes and <br />programs with fees requiring Council approval and has increased certain fees to the <br />maximum allowed (20%) without bringing the fee schedule to the Council for approval. <br />Many new classes have been added; adjustment in class/program fees are proposed in <br />several areas, in most cases a reflection of increased staff costs. Increases are proposed <br />for facility rental, primarily for the cost of additional hours or time extended beyond <br />1:00 a.m. Anew business category has been introduced to address appropriate business <br />uses. <br />The fees and charges of Department of Parks and Community Services programs and <br />facilities are based on the adopted Council policy of recovering the full direct program's cost <br />of fee classes, special clinics, camps and private facility use, and recovering 0%-75% of the <br />direct program cost of broad-based children's programs, teen activities, disabled programs, <br />senior programs, facility use associated with nonprofit organization program use, or programs <br />targeted to address identified community needs. It should be noted that direct costs do not <br />usually include facility maintenance, custodial services or utility costs. <br />SR 97:289 <br />
