.__ In response to an inquiry by Commissioner F31ank regarding the increased amount of seating <br />space in the central and peripheral interiors of the n-xall, Chairperson Maas suggested that be <br />directed to the applicax~t_ <br />In response to an inquiry by Commissioner Arkin regarding the kind of enforcement to prevent <br />BART patrons from parking in the Stoncridgc Center lot, Ms. Nerland noted that under the <br />Memorandum of L7nderstanding ~MOU~ between the City and F3ART, the City has agreed to <br />look at enforcement mechanisms, but the actual implementation would be worked out at a later <br />date- <br />Captain Dave Spiller, Pleasanton Police Department, noted that was a complicated issue and <br />would defer any resolution of enforcement to the City Attorney's Office. He concurred with <br />Ms. Nerland regarding the MOU and indicated that the Police Departn~cnt rx-xay cite vehicles on <br />private property for certain sections of the Vehicle Codc, although a BART parking violation <br />would need a resolution from the City Cowicil_ <br />Ms. Nerland believed that parking enforcement was still to be worked out through the terms of <br />the MOLT. <br />THE PUBLIC HEARING WAS OPENED. <br />Kevin Kudlo, applicant, expressed his appreciation for the efforts made to accoxrxxrxodate their <br />concerns and advised ttxat they accepted the conditions of approval- With respect to <br />Commissioner Fox's question about an indication of a full parking structure, he noted that they <br />would patrol the property on a regular basis. During tixncs of heavy demand, he believed that it <br />would make more sense to have a member of their security staff directing traffic into the parking <br />structure if space were available or redirecting them if there were none. <br />Commissioner Fox expressed concern about one person's ability to monitor the number of open <br />parking spaces in a parking structure- She expressed concern that drivers leaving a full parking <br />structure tended to drive out faster out of frustration, which was a safety issue. She believed this <br />would be a very popular parking structure and was concerned about the safety factor. <br />Mr_ Kudlo noted that security often radioed the availability of spaces in the structure and added <br />that they could add an A-frame sign indicating when the lot was full- He added that traffic <br />control mesas urns could be implaxnented and noted that there ware cost and in aintcr.ance factors <br />associ atad with the traffic count systems- Ha noted that it would be more expansive to retrot7t <br />the structure to add the traffic count system and added that it was very important to evaluate the <br />needs and determine alternatives- IIe did not want the shoppers to be frustrated arxd discouraged <br />from shopping, and during the peak holiday season between Thanksgiving and Chri simas~, the <br />garage was generally attended by security, directing traffic and identifying open spaces. <br />hz response to an inquiry by Commissioner Pearce, Mr. Kudlo confirmed that the movie theater <br />would be served by this structure. <br />PLANNING COMMISSION MINUTES November 16, 2005 Page 7 7 of 23 <br />
