She added th ai there would be no machinery of any kind and that the school was set in an office-type environment. With the exception of requesting hard liquor/spirits service, no other changes to the business operation or floor plan are proposed. The Plaruiing Director determined that this was a substantial change to the existing conditional use permit, but staff did not believe this change would negatively impact the surrounding properties if the business continues to be run in a responsible manner.
