property was previously railroad property. The zoning on the property would be held in <br />abeyance until a project came Forward, requesting a zoning change. He requested a <br />zoning change to match the current General Plan Industrial designation in the form of a <br />PUD development application and rezoning. He noted that the RV storage use had been <br />suggested by Brian Switt t3ve years ago and by staff prior to the April 7, 2005 meeting, <br />and by the Commission at that meeting. He noted that they would be glad to look at <br />staffs suggestion to enter at Busch Road instead of Boulder Street and exit at Boulder <br />Street, as well as the striping of the stalls and the streetscape. He believed the self- <br />storage prof cct was attractive and that the access to the stall issues could be worked out <br />with staff and Public Works. Staff had suggested deferring any kind of approval for a <br />superior option at the completion of the General Plan Update. He noted that there may be <br />two vehicles per day, maybe a little more during the summer, but not many during the <br />months of January or February. He did not wish to postpone for the superior option and <br />did not believe that would solve any problems. <br />Commissioner Arkin believed that this project should he developed with the other site <br />behind it and was concerned with the prior applicatioir's proposed six high value <br />structures _ <br />In response to an inquiry by Commissioner Fox regarding traffic, Mr. Walsh <br />acknowledged this was a tratt3c-impacted intersection and that his use would generate <br />low volume of traffic. <br />Pamela Harding, Ponderosa I-Iomes, 6671 Owens Drive, noted that they were <br />constructing the Ironwood project, with 20 homeowners currently living in the project <br />Along with 40 seniors in the senior apartments. The project included 191 homes, <br />1 72 senior apartments, a future church site, a potential future school site, which would <br />revert to senior housing if the school was not built. She noted that they did not have any <br />categorical objections to this use but wished to raise the question of circulation fro~r~ a <br />safety standpoint, particularly with respect to Busch Road and Valley Avenue. She <br />requested that the applicant consider a reversal of the access pattern to the site so exiting <br />occurred onto Boulder Street. <br />In response to an inquiry by Commissioner Fox regarding line of sight from the top floor <br />of the senior housing to this site, Ms_ Harding estimated that they would be able to see <br />the site from the third story. Those units also had a clear view of the C'ity's corporation <br />yard as well. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Arkin noted that he liked the project. <br />Commissioner Roberts concurred with Commissioner Arkin's comments and believed <br />the change of direction in traffic flow would be important. <br />PLANNING COMMISSION MINUTES August 1 O, 2005 Page 9 of 1 9 <br />
