Ms_ Stem then briefly summarized the changes made as follows: • The phrase "when feasible and cost effective" was added to several proposed programs. • Program 7.9 was revised to require photovoltaic ready roofs in new construction. Mr. Deakin proposed that the program be further modified to reference roof-mounted solar hot water systems in addition to photovoltaic panels. • Program 9.3 was amended to limit Financial incentives to projects with net zero energy homes or homes utilizing cogeneration rather than to green homes- Mr_ Deakin indicated that cogeneration systems in single-family homers are extremely unusual and recommended that reference to cogeneration be dropped- • Program 9.4 was added regarding establishing a category of "Energy Efficient Housing" under the Growth Management Program and asub-allocation of housing units for this category. • The word "audit" was replaced by "review" in Programs 1 0. 1 and 7 0.2. • Programs 10.3 and 13.8 were added regarding the installation and utilization of energy efficient lighting and technologies. • Policy 11 and its associated programs were deleted_ • Policy 18 was added regarding the use of experimental technology in transmission lines_ • Program 20.2 was added under Policy 15 and was revised to encourage people who live in Pleasanton to work in Pleasanton; the rest of Policy 20 was deleted_ Ms_ Stern indicated that in addition to these changes, Programs 13.6 and 1 3.7 were added regarding the use of energy efficient lights on buildings and landscaping and creating luminosity standards for energy conservation. With respect to Program 9.4 regarding "Energy Efficient Housing," Acting Chairperson Arkin suggested that the phrase "Consider establishing- _ _" be replaced by "Establish." Commissioner Blank commended Ms. Stern for a job well done. Commissioner Roberts indicated that this final version was a major improvement over the first draft. THE PUBLIC HEARING WAS OPENED_ Vanessa Kawaihau, 871 Sycamore Road, stated that she would like the City to expand the definition of "wind joint venture" in Program 7.1 1 . She indicated that she was glad that the phrase "in new construction" was added to Program 7.9. She suggested that new construction also consider green roofs which could help in cooling and cleaning water. THE PUBLIC HEARING WAS CLOSED.
