Ms. Decker suggested an alternative wherein the Commission would -approve the four <br />chickens and then have the matter come back before the Commission in 18 months for an <br />update on the impacts of the use permit <br />Commissioner Blank moved make the required conditional use permit findings and <br />approve PAUP-1, subject to Exhibit B, Conditions of Approval, of the staff report, <br />as recommended by staff with the following modificationsc (1) The use permit is <br />limited to the existing four chickens; anew use permit will be required for <br />additional chickens; ~2) To attenuate the noise, the applicant shall plant <br />fast-growing hedges around the coop, the density of which is to be determined by <br />staff; (3J The chickens may be allowed to roam freely in the rear yard with <br />supervision; the age of the supervisor shall be determined by staff; and (4) Staff <br />shall establish a mechanism for neighbors to call in their complaints, and the use <br />permit shall come back to the Commission in six months for evaluation and review <br />of any complaints_ <br />Acting Chairperson Arkin seconded the motion_ <br />Ms. Nerland asked for clarification of the limitation of the existing four chickens, given <br />that it would be ditf3cult to identify the existing chickens in the future. <br />ROLL CALL VOTE= <br />AYES: Commissioners Arkin, Blank, Yearce, and Roberts. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None_ <br />ABSENT: Commissioners Fox and Maas_ <br />Resolution No. PC-2005-34 was entered and adopted as motioned_ <br />The Planning Commission. recessed for a break at 8c 14 p.m. <br />Acting Chairperson Arkin reconvened the meeting at 8:20 p_m_ <br />6_ PUBLIC HEARINGS AND OTHER MATTERS <br />a_ Ener Element of the General Plan <br />Review and provide comment on a Drag Energy Element of the General Plan. <br />Ms. Janice Stern presented the staff report and noted that Attachments 3 and 4 retlect the <br />changes proposed by the Commission at its May 25, 2005 and June 22, 2005 meetings_ <br />She introduced Mr_ Scott Baker, Assistant Director of Public Works/Operations, who will <br />assist in answering questions in the absence of Mr. John Deakin, project consultant. <br />PLANNING COMMISSION MINUTES July 27, 2005 Page 8 of 31 <br />
