In response to Commissioner Blank's second inquiry regarding whether the Department <br />currently measures the call processing and turn-out times, Chief Cody said yes. <br />Commissioner Blank requested that the Commission be provided copies of the <br />Department's Annual Repori. <br />Chief Cody explained. that the ISO ratings are prepared by the Insurance Services Oft3ce, <br />an independent organization that provides this rating based on the location of stations and <br />the availability of water at a certain pressure. <br />Policy 13 <br />Commissioner Blank was in favor of replacing the existing policy in its entirety as <br />presented by staff He also proposed that development not be allowed in areas that are <br />outside the t3ve-minute travel response time. <br />Ms_ Stern indicated that it would be helpful for the Commission to know where those <br />areas might be as they could include some already existing or planned development. She <br />stated that staff would have that information available for a future meeting. <br />FLOOD HAZARDS <br />Policy 14.1 <br />G'ommissioner Blank indicated that he would like something more than public meetings <br />and press releases and suggested the use of local newspapers and public announcement <br />systems. <br />Commissioner Pearce suggested that something could be put on the C_ity's website <br />AIR NAVIGATION HAZARDS <br />Acting Chairperson Arkin indicated that Policy 1 8 was -Fine. <br />Commissioner Blank noted that this was likely restricted by the Federal Aviation <br />Authority ~FAA~ and that since it was controlled by the Federal government, it is not <br />necessary to include it in our General Plan since the City can do nothing about it. <br />Pro ~*ram 183 <br />Commissioner Blank stated that the evaluation of air navigation hazards was within the <br />purview of the Federal government and that the City of Pleasanton is not empowered to <br />do this; the FAA has established procedures, and Federal pre-emption will pre-empt any <br />City policy. <br />Ms_ Stern stated that this would be something the City would review. <br />PLANNING COMMISSION MINUTES July 27, 2005 Page 18 of 31 <br />
