Pro cram 5.5 <br />Commissioner Roberts recommended that "Permit development in areas with "high" <br />susceptibility..." be replaced by "Disco ura~e development...." She noted that another <br />area to be addressed are those properties within the Urban Growth Boundary (UGB~ line <br />wherein development is allowed but the area just beyond that UGB line are zoned "Public <br />Health and Safety _" <br />Acting Chairperson Arkin stated that he would like this program deleted- <br />Pro cram 6.1 <br />Acting Chairperson Arkin proposed that the second part of the program, ...which are <br />also indicated as High hazards...Public Health and Safety," be deleted. <br />Pro gram 6.2 <br />Acting Chairperson Arkin indicated that he was not comfortable with this program. <br />Pro ~ratrt 7.5 <br />7n response to Commissioner Roberts' comment that the City does not have a grading <br />ordinance and needs to look at one, Ms. Nerland replied that staff will come back with <br />more information. <br />FIRE HAZARDS <br />Policy 10 <br />Acting G'hairperson Arkin noted that the response time has been increased t3~oni t3ve to <br />seven minutes- IIe inquired if the measurement system has changed or i£the City is <br />improving. <br />Fire Chie£ William Cody explained that rather than put an average response time, the Fire <br />Department now measures the response time in three components= the Dispatch <br />Processing component, when the call comes in and is dispatched, takes one minute; the <br />Turn-Out time, during which time the crew put on protective clothing and get the engine <br />rolling, takes another minute; and the actual driving to the site takes £rve to seven <br />minutes. He indicated that the Fire Department strives to respond in seven minutes <br />90 percent of the tima_ <br />In response to Commissioner Blank's inquiry regarding whether the average is <br />determined by dividing the number o£response time minutes by the number of calls, <br />Chief Cody replied that actual performance is lost in averages.
