-- ~ Program 15.5 was added regarding the City's Community Rating System <br />classification. <br />New policies and programs were added in the Hazardous Materials section to <br />address the transport of hazardous materials, the review of projects involving <br />hazardous materials, and the generation and. disposal of hazardous materials. <br />Ncw policies and programs were also added relating to the City's current <br />approach to disaster planning. <br />Ms. Stern advised that at the beginning of tonight's meeting, the Commission was given a <br />copy of the Police Department's revision to the Police Services section, which added <br />policies related to the Department's program for 2004, emergency response time, <br />community-oriented policing, and crime prevention through environmental design. <br />Ms_ Stern then requested that the Commission review the proposal and provide direction <br />to staff prior to City Council review. <br />Acting Chairperson Arkin indicated that the process followed for the Drag Energy <br />Element would be used= the Commission would address questions to staff, open the <br />public hearing, go through the policies and programs, and give direction to staff. <br />Commissioner Blank noted that he did not see any reference to requirement related to <br />Homeland Security and inquired if that was included in another section. <br />Ms_ Stern replied that it was not currently addressed in this Element but that if it is to be <br />included in the General Plan, it would logically be in the Public Safety Element. <br />THE PUBLIC HEARING WAS OPENED. <br />Vanessa Kawaihau, 871 Sycamore Road, stated that she did not lciiow if the Safety <br />Element includes the City's planning area and noted that a heliport in the unincorporated <br />area approved two years ago should be considered in case of accidents- With respect to <br />the removal of Program 9. 1 regarding annexation, she commented that while Happy <br />Valley residents may not want to be annexed, the G'ity should consider that there are other <br />unincorporated areas in Pleasanton such as the Remen Tract and C'astlewood_ She <br />pointed out that Kilkare Road is being advertised as part of Pleasanton rather than Sunol. <br />James Paxson, Hacienda Yark, 4473 Willow Road, proposed that goals, prograiris, acid <br />policies be added regarding a higher Ievel of interaction. with the business community, <br />engaging the Police and Fire Departments in emergency and security planning. i-3.e <br />indicated that he would be more than willing to sit with City staff to determine what <br />would be appropriate and comprehensive in the relationship between the City and the <br />business community. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES July 27, 2005 Page 12 of 3 1 <br />
