-- Engineer Philip Grubstick, Fire C=hief William G'ody, and Fire Marshall Eric Carlson <br />were in attendance to answer questions_ <br />Ms. Stern indicated that new maps and diagrams were being prepared by the City's <br />Geographic Information System Division and would incorporate the latest graphics and <br />tables available from the Association of Bay Area Government, the U.S. Geological <br />Survey, the California Department of Forestry, and other agencies. She added that <br />following Planning Commission and Council review, the Element will be circulated to <br />the Department of Conservation Division of Mines and Geology and the Office of <br />Emergency Services as required by State law for their review and comment <br />Ms. Stern stated that the following changes, additions, and updates were made to the <br />1996 text <br />• The background material was edited, updated, and reorganized. <br />• Additions were made to the Seismic/Earthquake Setting section to include <br />earthquake probabilities to determine earthquake risk. <br />• Detailed information was added on landslides and liquefaction. <br />• A description of Geologic Hazard Abatement Districts was added_ <br />• Sections on Fire Hazards were updated relating to the consolidation of the <br />Livermore and Pleasanton Fire Departments and regarding a change in the <br />description of response time for Fire personnel <br />• Changes were made to the Flood section reflecting recent improvements to the <br />flood channel and Zone 7's Stream Management Master Plan (SMMP~; a section <br />on Dam Failure Inundation in relation of Lake Del Valle was added_ <br />• The Hazardous Materials background section was rewritten to reflect information <br />about the risks associated with hazardous materials transported by train and <br />freeways, as well as about the regulation of hazardous materials and the Alameda <br />County Hazardous Waste Management Plan. <br />• The Aviation Hazards section was rewritten to include information about <br />Livermore's draft Airport Master Plan update and the airport intlucnce area; <br />reference to Hacienda Park's heliport was deleted as the heliport has been <br />developed. <br />• The Emergency Operation section was updated to include current requirements <br />and the City's Emergency Management Plan. <br />Ms. Stern then briefly summarized the changes made to the Goals, Policies, and <br />Programs, as follows= <br />• Program 6.6. was added, replacing Program 7.4, regarding the use of Geological <br />Hazard Abatement District ~GHADs~_ <br />• Policy 9 was eliminated regarding annexation of unincorporated pockets. <br />• Policy 10 was amended regarding current Fire response standards, and <br />Program 1 O.3 was amended to address the changing needs of Fire services and. <br />facilities as opposed to new Fire Station needs. <br />• Policy 13 and associated programs were rewritten to reflect current standards <br />related to new development beyond the Five-minute travel time and in the <br />wildland-urban interface area. <br />PLANNING COMMISSION MINUTES July 27, 2005 Page 1 1 of 3 I <br />
