Commissioner Blank indicated that he would like to include the requirements of <br />Homeland Security in this Element~ <br />Ms_ Stern replied that Yhat could be addressed- <br />Acting Chairperson Arkin stated that he would like a discussion included regarding <br />actions to be taken in the event of a major emergency including being told what to do, <br />where to go to look for family members, etc. <br />Ms_ Stern noted that the City has detailed procedures included in its Emergency Plan <br />such as earthquake preparedness- She added that more information could be included in <br />consultation with Police and Fire Department stafF. <br />Commissioner Roberts stated that she would like to sae the City coordinate with <br />Mr. Paxson and the business community_ <br />Commissioner Blank indicated that he would like to see updated graphics and maps, even <br />if they have to be in rough-draft format <br />Ms_ Stern advised that the City's GIS Division is preparing colored graphics and maps <br />with various levels- She added that all the tables and figures would be integrated into the <br />Element when it is finally put together. <br />The Commission then went through the draft text and various Goals, Policies, and <br />Programs and made the following comments- <br />GEOLOGIC HAZARDS <br />Paue V-5 (Non-Earths uate-Related Geolouic Hazards <br />• Commissioner Roberts expressed concern about the 25 percent slope. She asked <br />for a clear definition of "essential for development" and indicated that she would <br />like to see the programs and policies address "prohibit major grading where <br />existing slopes are 25 percent or greater" <br />• Commissioner Blank stated that development should not be encouraged on <br />25 percent slopes or areas prone to landslides. He added that encouraging <br />development on a 40-50 percent slope just because a developer can. afford to do so <br />is not good planning. <br />• Acting Chairperson Arkin concurred, indicating that the presence of technology <br />does not mean it should be done. <br />Ms_ Stern noted that there may be other reasons not to build on these slopes and that a <br />determination needs to be made on. whether to address this in the Public Safety Element <br />or Land Use Element_ <br />PLANNING COMMISSION MINUTES July 27, 2005 Page 13 of 31 <br />
