and a separate amphitheatre would be included in the complex as well as a community center; he <br />displayed the open space on the screen_ <br />A discussion of the various physical features ensued. <br />In response to an inquiry by Commissioner Blank regarding energy-efficient lighting, <br />Mr. Rasmussen replied that it was included in the proposal. <br />Mr. Fotheringham displayed. a color plan of the site details on the screen, and described the <br />major features, including the lighted ba]]fields. <br />G'ommissioner Blank would like to see the most energy efficient lighting possible to meet the <br />toot-lumens per square foot standard. <br />Commissioner Fox expressed concern about the traffic circles and believed that some drivers <br />new to the park would take a short cut the wrong way on the traffic circles_ <br />Commissioner Arkin would consider the use of traffic circles but expressed concern that they <br />would. be too small_ <br />Chairperson Maas expressed concern about the gravel road and believed that it would add to <br />wear and tear on cars. Mr. Fotheringham noted. that was a temporary solution due to budget <br />constraints and. pointed it out on the display_ He noted that if the bids came in lower, that section <br />_. could be paved. <br />Chairperson Maas strongly urged the paving of that section of road. <br />Commissioner Arkin agreed with Chairperson Maas' assessment. <br />Commissioner Blank suggested that this project be conditioned to meet the required foot-lumens <br />identified in the specifications_ <br />In response to an inquiry by Coii~iriissioner Fox regarding the play structures, Mr. Fotheringham <br />replied that there were two different play structures for the young=er and older children_ <br />THE PUBLIC' HEARING WAS OPENED_ <br />There were no speakers. <br />THE PUBLIC HEARING WAS CLOSED_ <br />Ms. Nerland noted that Conditions Nos. 5 and 6 dealt with the possibility of finding Native <br />American remains on the site, which were slightly inconsistent_ Staff recommended that <br />Condition No. 5 read, "A representative of the Native American Indiai~ community shall be <br />notified and invited to be on-site during grading and ground-disturbing activities" She noted <br />that the rest of that condition was not necessary, because Condition No. F6 states that if any <br />PLANNING G'OM MISSION MINUTES Tune 22, 2005 Page 1 A of 20 <br />
