City of Pleasanton <br />Application. for Planned Unit Development (PL_JD~ dcvclo ptrtcrtt plan approval for <br />lighted sports fields at the Bernal Community Park on ati approximately 1 3-acre site <br />located south of Bernal Avenue, north of Valley Avenue, and several hundred feet west <br />of the Union Pacific Railroad tracks. Zoning for the property is PLJD (Planned Unit <br />Developments District. <br />Also consider the Negative Declaration for the project. <br />Ms. Decker introduced Mr. Wayne Rasmussen, Rasmussen Ylatzrting, Inc_, Proj cet Consultant, to <br />present the staff report. <br />Commissioner Fox disclosed that she had spoken with the applicant. <br />Mr. Rasmussen summarized the staff report and described the planning processes required for <br />this project. He noted that City Council approved the Specific Plan the previous night, which <br />would update the existing drag Phase II Specific Plan. As a result of the design competition and <br />discussions, CJouncil has provided direction; the Council would be updated in several months <br />with a new plan_ "I'he formal public hearing process and the environmental impact report would <br />follow. He noted that the second part of the planning process was the 50-plus acre community <br />park, located on the eastern side near the middle school. The third area of planning would be a <br />1 3-acre portion of the community park urider discussion. <br />-_ Staff believes that the plan to be presented by Mr_ Michael Fotheringham is consi stant with the <br />General Plan, which is very vague for that area The Phase I Specific Ylan discussed the City <br />developing certain uses within the Phase II area, including the fire station, which is currently <br />under construction. A 30- to SO-acre community park is also included, as well as the storm water <br />detention basins and the berm to the west of the freeway. Staff believes it is consistent with five <br />years of input received by the City. He described the traffic flow to the park and noted that the <br />baseball fields have been separated from the nearest residential area by 800 feel, which staff <br />believes will mitigate any noise from the game_ I--Ic described the light standards and screening <br />for the ballfields, the state of the art lighting systems would direct light on the playing tSeld. <br />Staff believes that the light and noise impact would be less than significant_ <br />Staff recommended that the Commission make a tinding of "dc rninimus impact" that the project <br />would not have a signi$cant impact on the environment aad recommend to the City Council to <br />adopt a negative declaration for the project be based on three EIRs already prepared for the <br />Bernal property and to approve PUD-46 subject to the conditions of approval listed in Exhibit B <br />of the staff report. <br />In response to an inquiry by Commissioner Fox regarding the approvals granted by City Council <br />the pre-vious evening, Mr_ Rasmussen replied that it approved the location of the; Cultural Arts <br />Center in the northeast corner of the Bernal property and eliminated the ACE Train Station from <br />the preferred plan; it will be shown as an alternative in the EIR. With the deletion of the ACE <br />Train Station, there is an opportunity to bring some recreational uses to that area.
