hated to even have to do, but I figured it's better to give you proof because you may not
believe me, you don't know who f am_ Arid f gave it to Leslie: we dropped it oFf
yesterday. I don't see it. I hope that we can show it because it does show that there is
sort of this parking lot effect in fiont of the Suttons' house, that there are, not all, but
many of their clients do park illegally either sticking way out in the streets or parking
backwards, some of them leave their cars running with the door open and go in and drop
off their children_ Soma of the other neighbors have approached th cir clients to ask therm
not to do that and it's till not being respected. Sonic of the video that I goi is from
yesterday morning, knowing that the hearing is this evening_
"So those are my key points. f have three children. My youngest just turned three. I live
immediately next door. And I purposely bought on Paseo Navarro because it is a
`LJ'-shaped street so it would, you would think, have the effect of a court. You would not
come down the street unless you lived here_ So when the Suttons moved in, they have a
daycare. And I thought, you know, to each his own, you know, it's their business, that's
fine. But now that we're talking of expanding it to 14, 1 have three kids and I'm
concerned. And if we watch the video and if you. look actually at the photos that I'in
happy to hand-deliver to you that I also gave to Leslie and I don't see out tonight,
showing that there is illegal parking and this is over only rn aybe the last lour to five
weeks, just to give you an idea.
"The street is not designed for it; the neighbors don't want it that live in the immediate
vicinity. I can show you a map of the people that live with the exception, perhaps, of the
Holmes, there arc many people in a solid pattern immediately around the Suitors that are
against this for traffic and parking and safety reasons. They have either written indirectly
to the City Plarrrring Commission or are here tonight -there are seven families
represented here tonight that are opposed this -and it does affect our quality of Life_ I
don't hold against them their wanting for their business, but it affects everybody around.
them; and I was hoping that by asking them to just get approval for the two children and
not up to 14, that they would accept that, but they did not.
"And then my issue, the last one, is who will enforce the terms of the permit, the
requirements of the penriit, should the permit be granted, because the City Police Dept is
understaffed, and we've called to see what they were going to do about this. I'm sure
you don't want us coming here all the time complaining_ Some of the neighbors have
already approached soma of the existing parents and the issue still axi sts_ Thank you vary
much. I really appreciate this.
G'ommissioner Fox noted that States law indicates that the concentration is regulation for lax-ga
fancily daycare spacing, not large family to small family daycare spacing. She inquired whether
the 300-foot spacing was required between small family day cares as well Ms. Nerland replied
that the State has generally tied localities' regulatory hands in this regard and determined that a
sn-rall family day care was no different than if a family has six children. The State policy
regarding large family daycare is to encourage family daycares. She encouraged neighborhood
groups to work together to solve issues and added that because the State regulates large fancily
daycare, the City is not in a position to regulate a number less than 14 ch i]dren.
PLANNING G'OMMIS SIGN MINUTES May 25, 2005 Page 16 of 23
