She inquired who would make the parents adhere to the speed limits_ <br />Kirsten Machi, 5580 Pasco Navarro, made the following statement: <br />"My name is Kirsten Machi. I live at 5580 Pasco Navarro, which is directly adjacent to <br />the Suttons' home. 1 just want to start by saying that the Suttons, Patty, sent out a letter <br />prior to the official notice from the City that the expansion for the daycare was being <br />requested. The letter was sent, I think she hand-delivered it, to most of the immediate <br />neighbors. In the letter, if I could just read this one excerpt, I hope you have this because <br />I did send. it in to Leslie, but I don't know if you. do: `Two of my daycare xrxothers are <br />pregnax~t and have requested that i care for the new babies so that the siblings may be <br />together in daycare. I currently have a license for small daycare, maximum eight children, <br />and in order to accommodate this request would require license for a large daycare, <br />xrxaximum 14 children.' The reason I bring that up is because I saw Patty earlier today, <br />and of course this is strained because they are right next door; it's awkward. So I just <br />asked and 7 said, `Do you really just want approval for these two children? Because if <br />they are already parents that already go there, and it's two more children, then the issues <br />that the neighbors have brought up regarding speeding and traffic and safety would be a <br />moot point if it was specifically for these two children.' <br />"If it's to stipul ale for these two children, therefore, our concerns as neighborhood oP <br />going to a potential of 14 children affecting traffic, parking, all these things that we are <br />concerned about will not be affected. And she researched it and she said, `Yes, it can <br />actually happen.' So we approached the Suttons, `Would you consider this, given that <br />what you are specifically trying to do is get approval for these two children`?' And they <br />said, `No, we want to expand it to the fourteen' So 7 was trying to get if we could have a <br />compromise so everyone would end up happy_ They do want to go the 14, in other <br />words_ Anyway, the reason why I state that, then all the issues regarding safety, traffic, <br />parking, all of these things come up because at any point, if they have a license, they can <br />go up to 1 4 chil dren at axis time. One thing that you mentioned before in the staff report <br />is that Pasco Navarro is a `U'-shaped strc et; they are at the bottom of the `lJ' so people <br />can come in from either direction. What was not mentioned is that it is not allowed to be <br />a daycare within 300 feet; but at 349 feet, which is only five houses away, there is <br />already another daycare_ Also in the other direction, approximately 500 feet, there is <br />another day care. In our little street of Pasco Navarro, there are three daycares already <br />that can have up to 21, really 24, children. So, the Suttons' expansion to a potential of 14 <br />is as if we were having a fourth daycare. The staff report says too that the level-of- <br />service for the street is 30 cars maximum per peak time per hour on the street_ But if you <br />do the math, there are 45 homes on the street, not 45 drivers; there arc currently <br />21 -24 potential daycare drivers, and specifically for our area, there are up to eight, and ii' <br />we expand. that, that's another potential 30_ So do the math: 30 + 45. Potentially, and I <br />know that all those people won't drive at peals hour all the time, but certainly at morning <br />drop-off and at evening pick up for traditional daycare hours, people are leaving to go to <br />_ work and coming home and so there is traffic_ And I actually submitted a videos which I <br />PLANNING COMMISSION MINUTES May 25, 2005 Page l 5 of 23 <br />
