The parking requirements consist of two parking <br />spaces within the garage, two outside the garage in the driveway area, and two near the garage. <br />She noted that this application was noticed within 1,000 feet of the site, and public comments <br />expressed concerns related to traffic, parking, safety, noise, aesthetics, and decreased property <br />values- She noted that while there may be soiree increased traffic, the LOS would not change; <br />there would be sufficient space for pick-up and drop-off. The noise limits of 65 dBA would not <br />be exceeded. <br />Ms_ Decker noted that the hours of operation were typical of the use and recommended approval <br />of this application. <br />In response to an inquiry by Commissioner Slank regarding the "respect neighbors" flier, <br />M.s. Decker replied that it was important to communicate with the customers of the daycare <br />facility certain practices, such as blowing the car horn, that would not be considerate of the <br />neighbors. <br />In response to an inquiry by Clhairperson Maas regarding the number of children, Ms_ Decker <br />replied that there may not be 14 of the same age group. <br />Ms. Nerland advised that the ratio was governed by the State, e. g., no more than three infants at <br />the same tune that 12 children are being cared for- She added that State law pre-empted City <br />re gul ate ons. <br />THE PUBLIC HEARING WAS OPENED. <br />Patricia Sutton, applicant, noted that with a license for 14 children, she may have up to four <br />infants- She chooses to care for up to four years of age and added that she was working towards <br />her kindergarten degree- <br />Douglas Sutton, applicant, read several letters in support of this project front Mr_ and <br />Mrs. Holmes, residents at 5562 Pasco Navarro; Mr. and Mrs. Sean Keith of 5628 Pasco Navarro; <br />Mrs. Joanne Grif£m of 5622 Pasco Navarro; and Mr. Eric Heinitz, English, Latin, and Gilled 8c <br />Talented Education California Distinguished School). <br />Mr_ Sutton noted that the noise level is very low and added that when ha was sick at home, he <br />did not hear the activities in the house- He noted that there were no nine-year-olds and that the <br />children were generally quiet. <br />Diane McKittrick, 5550 Pasco Navarro, noted that she had a child who was physically disabled <br />and was concerned about the increase of trafF.c over the years- She added that she lived directly <br />across the street from the Suttons' and had observed the cars driving too fast or tailgating. She <br />would like the customers to be more considerate and was very concerned for her son's safety <br />while bicycling. She and her husband were concerned about traffic, speed, double-parking, and <br />safety, especially with respect to parents who were in a rush. She noted that the street was not <br />designed for that flow of traffic- She added that many cars came to the daycare throughout the <br />day as well.
