None. <br />ABSTAIN: None_ <br />RECUSED: Commissioner Arkin_ <br />ABSENT: None. <br />Resolution No_ PC-2005-22 was entered and adopted as motioned- <br />The Planning Commission recessed for a break at 9.39 p.m. <br />Chairperson Maas reconvened the meeting at 9.47 p.m. <br />d_ PDUP-7, Douglas and Patricia Sutton <br />Application for conditional use permit approval to expand an existing small fancily <br />daycare facility for up to eight children located at 5574 Pasco Navarro into a large family <br />daycare facility of up to 14 children. "Coning for the property is R-1 -6,500 <br />Single-Family Residential) District- <br />Ms. Decker summarized the staff report and described the application process for use permits for <br />large family daycare facilities- She noted that under ordinary circumstances, projects of this <br />nature would. have been processed at the Zoning Administrator (ZAP level but that this project <br />had not been heard by the Toning Administrator. She described how the State Code allowed this <br />use as asingle-family residence with standards related to spacing, traffic, parking, noise, acid the <br />Fire Code_ State law permits up to 12 children, and aii increase to up to 14 children iriay be <br />allowed if certain State standards as to the number of children and age ratios were held- The <br />City's use permit would also be for up to 14 children; a seven-day noticing period was required <br />to start the 'Coning Administrator hearing process. Ms. Dcckcr stated that the project had been <br />elevated to the Planning Comiriission to expedite the process. She noted that C'oiriiriissioner Fox <br />had requested staff to look at the conditions related to the State standards and how other large <br />family daycare facilities in the City had been considered. She noted that very few had gone to a <br />LA hearing; consequently, there were data for very few applications because staff reports were <br />not generated at levels lower than a ZA hearing. <br />She noted that this particular site. seemed to meet the issues con sidcrcd ibr large family day care <br />and displayed the layout and scope of this project. She noted that the staff report contained <br />detailed responses to how the application meets the standards, there were izo other large-family <br />daycare facilities within 300 feet and that this street has a traffic level-of-service (LOSS A, which <br />PLANNING COMMISSION MINUTES May 25, 2005 Page 1 3 of 23 <br />
