"Coning for the property is R-1 -6,500 Single-Family Residential) District- Ms. Decker summarized the staff report and described the application process for use permits for large family daycare facilities- She noted that under ordinary circumstances, projects of this nature would. have been processed at the Zoning Administrator (ZAP level but that this project had not been heard by the Toning Administrator. She described how the State Code allowed this use as asingle-family residence with standards related to spacing, traffic, parking, noise, acid the Fire Code_ State law permits up to 12 children, and aii increase to up to 14 children iriay be allowed if certain State standards as to the number of children and age ratios were held- The City's use permit would also be for up to 14 children; a seven-day noticing period was required to start the 'Coning Administrator hearing process. Ms. Dcckcr stated that the project had been elevated to the Planning Comiriission to expedite the process. She noted that C'oiriiriissioner Fox had requested staff to look at the conditions related to the State standards and how other large family daycare facilities in the City had been considered. She noted that very few had gone to a LA hearing; consequently, there were data for very few applications because staff reports were not generated at levels lower than a ZA hearing. She noted that this particular site. seemed to meet the issues con sidcrcd ibr large family day care and displayed the layout and scope of this project.
