Ms. Decker summarized the staff report and described the history and layout of the project. She <br />noted that the building area comprised 7 4.3 percent, paving is 72 percent., and landscaping is <br />approximately 13.5 percent. She noted that the original design had irtore paving, and the <br />applicant has agreed to add more landscaping. This site had. significant traft3c concerns, and the <br />traffic engineer indicated that if the hours of operation were extended beyond 9:00 a.m. to <br />4=00 p.m., a traffic study would be required for this site- The applicant has agreed to use those <br />hours of operation so there would he no peak-hour traffic impacts generated from this site- <br />Staff had analyzed this project and believed it to be well-designed to meet the concerns of City <br />staff and the adjacent site- The applicant reduced the hours of operation to maintain current <br />vehicular levels-of-service, and the proposed project is attractive and has been extensively <br />revised since its review by staff- Staff recommended approval of this project. <br />In response to an inquiry by Commissioner Fox regarding the closing time, Ms_ Decker <br />confirmed that the last car would be accepted at 4:00 p.m. <br />THE PUBLIC HEARING WAS OPENED_ <br />Michael Aminian, applicant, described the layout and operation of the car wash and believed that <br />it would be the most modern carwash in the Bay Area. He noted that he was comtaitted to <br />reducing the traffic and had gathered ideas tiom other high-end carwashes in the state- I Ic noted <br />that no food would be served in the gift shop- <br />In response to an inquiry by G'ommissioner Roberts whether there would be external speakers <br />with music, Mr_ Aminian said no_ <br />In response to an inquiry by Commissioner Fox regarding access to the convenience shop and <br />how long it took to wash each car, Mr. Aminian replied that it would take 10 to 12 rninutes_ 1-Ie <br />noted that it was better for the customers to remain with their cars. <br />Blythe Wilson, project architect, described the entry feature and noted that every effort was taken <br />for it be harmonious with the adjacent site. <br />Kevin Caose, 877 Sycatrtore Road, spoke in support of th is item and believed that it was sited <br />appropriately. He supported the environmental soundness of the water drainage system. <br />Cliff Casperson spoke in support of this item- He noted that he lived in Ruby Hill and believed <br />this would be a good addition to the community- He added that there was considerable support <br />I~~r this project. <br />THE PUBLIC HEARING WAS CLOSED- <br />Commissioner Roberts moved to make the conditional use findings as stated in the staff <br />report and to approve PDR-448/PCUP-139 as recommended by staff subject to the <br />conditions of approval of the staff report_ <br />Commissioner Blank seconded the motion_ <br />PLANNING COMMISSION MINUTES May 25, 2005 Page 1 2 of 23 <br />
