b_ PCUP-130/PDR-419_ Headrick Automotive Groua <br />Application for a conditional use permit and design review approvals to operate <br />an automotive storage lot and detailing area on a one-acre site located at 3830 Old <br />Santa Rita Road. Zoning for the property is C-S Service Commercials District~ <br />Mr. Pavan summarized the staff report and described the proposed use and site layout~ <br />He noted that aRer the item was noticed, the only public communication expressed <br />concern about speeding up Old Santa Rita Road by the customers The communication <br />was forwarded to the applicant's representative, who stated to staff that it would be dealt <br />with. Staff recommended approval of this item. <br />In response to an inquiry by Commissioner Roberts whether the approved site two lots <br />away from the subject site had been operated without incident, Mr. Pavan confirmed that <br />the other lot was approximately 100 feet south of the subject site and that the applicant <br />had operated it without problems. <br />Commissioner Arkin noted that because this was a conditional use permit, any future <br />problems with the use could be brought before the Commission for another hearing. He <br />did not believe there were any residents close to the use. <br />Commissioner Roberts noted that the apartments were closer to the other site. <br />In response to an inquiry by Commissioner Blank whether the shrubs were dense enough <br />to adequately screen the use, Mr. Pavan confrmed that they were and that they would <br />probably grow to maturity within three to five years~ <br />In response to an inquiry by Commissioner Blank whether the lighting would be shielded, <br />Mr. Pavan confirmed that was a condition of approval and that it must be designed and <br />operated so that it does not spill onto adjacent properties- <br />Commissioner Fox would like the 7=00 a.m. 5=00 p.m. weekend operating hours <br />changed to 9c00 a.m. - 5=00 p.m. <br />THE PUBLIC HEARING WAS OPENED_ <br />In response to an inquiry by Chait-person Maas regarding weekend hours, Ronald Tye, <br />Regional Financial Officer for Hendrick Automotive Group, replied that normally, <br />deliveries did not occur over the weekend. He understood that if there were any <br />problems with noise, the Commission would take further action. <br />Michael Zucker, project architect, 594 Howard Street, San Francisco, stated that he <br />wished to work with staff on several aspects of the conditions, specifically regarding the <br />curbs being concrete. He hoped that they could use asphalt, as was the case at the other <br />site. He added that because of the natural topography, it would be difficult to have all the <br />water enter at the high end of the bioswale_ He would like to work with the Engineering <br />Department to arrive at an acceptable solution- <br />PLANNING COMMISSION MINUTES January 26, 2005 Page 4 of 1 7 <br />
