The applicant shall enter into an agreem eni with the City, approved by the City Attorney, which guarantees that all landscaping installed as part of this project, including landscaping in the City right-of--way along the site's street frontages, will be maintained at all times in a manner consistent with the approved landscape plan for this development- Said agreement shall run with the land for the duration of the existence of the structures located on the property. 33. Unless otherwise approved by the Ylanning Director, the monument sign shall be located generally as shown on the landscape plan- 34. The design of the monument sign shall be chaxiged to utili-re a stoxie base, a stucco sign panel with applied metal letters, and a small hip roof or cornice on top of the sign panel. The colors and materials of the monument sign shall xn etch the building- In addition, the monument sign shall be illuxrxinated by external spot lights. Said modifications shall be shown on the plans submitted for issuance o£building permits and shall be subject to review and approval by the Ylanning Director prior to issuance of building permits. 35. Prior to installation of any building signs, a comprehensive sign prograxrx shall be su brrxitted for sign design review approval. Said sign program shall include the specific details for each sign (i.e., colors, matcri al s, illumination, location, sign text, dimensions, etc.). In addition, the sign program shall incorporate the following restrictions: a_ Building-xnowzted signs shall be either non-illuminated, spot-illuminated. by decorative lights, or shall utilize halo-illuminated channel letters- b. Building-mounted signs on the eastern building elevation shall be non-illuminated. 36. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section 18.9F.060K. of the Zoning Ordinance for grand openings or by Section 1 8. 1 1 6.040 of the; Zoning Ordinance iF approved as part of a temporary conditional use permit.
