37. ~~nly xrxodular newspaper dispensers acconixziod ating more ihan cane ~ I~ newspaper shall be allowed outside of the building within the developmcnt_ The design of these dispensers shall be approved by the Planning Director_ Dispensers within the public right-of-way shall require an encroachment permit by the 1/nginecring Department. 38_ There shall be no truck deliveries., parking lot sweeping, or leaf blowing between the hours of 8=00 p_m. and 8:00 a.m. 39. All construction activities shall be limited to the hours of 8=00 a_m. to 5:00 p.m., Monday through Saturday. In addition, no construction shall be allowed on Federal Holidays. If future complaints are received regarding the Saturday construction hours, the Planning Director may modify or revoke the Saturday construction hours. The Planning Director may allow earlier "stare-times" for specific construction activities (e. g., concrete- Foundation/floor-pouring, i£ it can be demonstrated to the satisfaction of the Planring Uirector that the construction and construction traffic noise will not affect nearby residents. All construction equipment xriust n~ect Department of Motor Vehicles ~DMV~ noise standards and shall be equipped with muffling devices. 40_ A construction trailer shall be allowed to be placed on the project site for daily adxrxinistration/coordination purposes during the construction period. At no time shall catrtpers, trailers, motor hon-tes, or any other vehicle be used as living or sleeping quarters on the construction site. All such vehicles shall be removed from the site at the end of each workday. 41 All excess soil from the site shall be ofi--hauled $orn the site and disposed o£ in a lawful manner. No stockpiling of dirt on this site shall occur without specific review and approval by the Planning Department. 42_ Dust and mud shall be contained within the boundaries o£the property during times of construction. The prof ect developer shall submit a dust control plan or procedure as part o£ the building permit plans. 43_ "The prof cct developer shall submit a waste generation disposal and diversion plan to the Building Dep artnzent prior to issuance o£ building or dcnzolition permits. The plan shall include the estixriated coxaposition acid quantities of waste to be generated and how the project developer shall recycle at least -lefty percent (50`%) of the job site co nstnxction and demolition waste" Proof of compliance shall be provided to the Director of Building h~xspection prior to the issuance o£ final occupancy. During demolition and construction, the project developer shall mark all trash disposal bins "trash materials only" and all recycling bins "recycling materials only". The prof cct developer shall contact Pleasanton Ciarbagc Service for all waste disposal. Only that portion of trash and recycling waste re£u scd by Pleasanton Csarbagc Service shall be disposed of or diverted by another trash recycling company. 7
