Resolution No_ PC-2005-62 <br />Page Two <br />The design of the subdivision provides, to the extent feasible, for future <br />passive or natural heating or cooling opportunities. <br />'fhe site is long and relatively narrow, limiting how the homes can be situated. <br />The first step in passive solar heating is insulating buildings. In its initial Green <br />Points scorecard, the applicant stated that it would provide more ceiling insulation <br />tharx required per 'I'i tle 24; however, the applicant could decide in the building <br />permit phase to do other, comparable energy saving measures instead. The PUD <br />addressed energy conservation in a comprehensive manner, incorporating green <br />building conditions of approval which require the applicant to incorporate energy <br />saving measures into the prof ect_ "1'1-ia applicant rrxay chose to incorporate passive <br />or natural cooling or heating opportunities or other energy saving measures. The <br />applicant will build the units such that they era "photovoltaic ready." This <br />includes engineering roof trusses to handle the additional load of photovoltaic <br />panels axxd installing a bi-directional mater- Therefore, this finding can be xnade_ <br />"£he subdivision, together with its design and improvement, is consistent <br />with the General Plan_ <br />The PUD was found to be consistent with the General Plan, and this subdivision <br />is closely based on that development plan. As proposed, the subdivision is <br />compatible with the objectives, policies, land uses, and prograxrxs specified in the <br />General Plan and the Downtown Specific Plan- Therefore, this finding can be <br />made. <br />4. The subdivision site is physically suitable for the type and density o£ <br />development. <br />The site is relatively flat and is an inlill lot in the Downtown area- '1'hc <br />Downtown Specific Ylan land use designation for this lot is High Density <br />Resid ential_ "fhe project was rezoned to PUD-IIDR to provide con si stem land use <br />designations for the approved developn~xent plaxi_ Therefore, this fiinding can be <br />nzade_ <br />5. The design. of the subdivision and improvements are not likely to cause <br />substantial environmental damage or substantially and avoidably injure <br />fish or wildlife in their habitat. <br />The design will not likely cause environmental damage. Two existing coast live <br />oaks and one Modesto ash tree will be preserved on the site. The City reviewed <br />the proj cct at the PLTD processing stage and Rxund no new environmental issues <br />that were not covered in the Do wntowr_ Specific Plan F nviromnental Impact <br />Report- Therefore, this Finding can be xrxade. <br />
