PLANNING COMMISSION CITY ON PLEASAN"fON <br />ALAM1-iDA COUNTY, CALIi'ORNIA <br />RESOLUTION NO_ PC-2005-Ei2 <br />RESOLUTION AYYROVING VESTING TENTATIVE TRACT MAP 7706, <br />THE APPLICATION OF RON AND KIM WINTER <br />WHEREAS, Ron and Kim Winter have applied for Vesting Tentative Tract Map approval to <br />subdivide one parcel into five parcels, located at 520 St John Street; and <br />WHEREAS, zoning for the property is PUD-ISDR Planned Unit Development -- High Density <br />I2esidential~ District; and <br />WHER b'AS, at its duly noticed public hearing of December 14, 2004, the Planning <br />Conmiission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br />WHEREAS, an Environmental Impact Report (EIRE was prepared and certified for the <br />Downtown Sped-Fie Ylan, and the California Environmental Quality Act <CEQA) <br />specifics that individual residential projects that arc prepared prtrsuant to the <br />requirements of an adopted specific plan for which an EIR has been prepared and <br />certi tied "are excrnpt From additional cnviro mr~ental review; furtherniorc, there <br />were no substantial changes to the project or to the circumstances under which the <br />project was undertaken that involve new significant environmental effect or <br />substantially increase the severity of previously identified effects, there are no <br />new infonrtation of substantial importance not known at the time the EIR was <br />certi Fied regarding the project or its effects, mitigation irieasures, or alternatives, <br />and all relevant mitigation measures have been incorporated into the project or its <br />conditions at either the PL7D or this subdivision stage; and <br />WHEREAS, the Planning, Cornrnission rnadc the following findings= <br />1.
