The consultant shall certi Fy in writing that such <br />recommendations have been followed. <br />9_ The "V"-ditch shown along the westerly side of the development covered by this <br />approval shall be an earth tone color. The project developer shall show this detail on the <br />subdivision improvement plans to the satisfaction of the Planning Director and City <br />Engineer before approval by the City Council. <br />1 O_ The project developer shall obtain all necessary permits from the applicable <br />environmental agencies, e. g., California Department of Fish and Game, Regional Water <br />Quality Control Board, etc_ Proof of such permit approvals shall be submitted to the <br />Planning Director and to the City Engineer before issuance of a grading permit by the <br />City Engineer. <br />1 1 . The project developer shall install irrigated bioswales located on the southerly property <br />lines of Parcels 3 and 4_ These swales shall drain to the concrete "V"-ditch located along <br />the westerly property line. The Swale shall have a subsurface cutoff wall and subdrain <br />located on the southerly side of the Swale. The design details of the bioswale shall be <br />shown on the subdivision improvement plans, shall be reviewed and approved by the <br />Soils Engineer, and then shall be reviewed and approved by the Planning Director and <br />City Engineer before approval by the City Council. <br />12_ Storm drainage swales, bioswales, gutters, inlets, outfalls, "V"-ditches, and channels not <br />within the area of a dedicated public street or public service easement approved by the <br />City Engineer shall be privately maintained by the property owners or through a <br />maintenance association as determined by the City Engineer, Planning Director, and City <br />Attorney. Easements shall be recorded for the private storm drain facilities concurrently <br />with the t3na1 subdivision map. The maintenance responsibilities shall. be set forth in the <br />easements or other appropriate document to be recorded concurrently with the final <br />subdivision map, as approved by the City Attorney- <br />1 3 _ No grading shall take place, excepting the concrete "V"-ditch tie-in, within 1 O feet of the <br />edge or 25 feet from the centerline of Sycamore Creek, whichever is greater. The project <br />developer shall prepare a creek protection plan for review and approval by the Planning <br />Director and the City Engineer before issuance of a grading permit. <br />14_ The project developer shall construct the six-foot wide concrete sidewalk shown on the <br />development plan including the concrete stairs shown in the public right-oF way of San <br />Carlos Way with the first phase of construction- The design o£ the sidewalk and stairs <br />shall be shown on the subdivision improvement plans to the satisfaction of the Planning <br />Director and the City Engineer before approval by the City Council. The project <br />developer shall obtain an encroachment permit for the installation of the stairs within the <br />San Carlos Way street right-of--way from the City Engineer. <br />15. The project developer shall install a sign at the corner of Sycamore Terrace and <br />Sycamore Creek Way by the public sidewalk indicating that the sidewalk is not ADA <br />accessible and identifying alternate routes. The sign design shall be submitted for review <br />4 <br />
