ATTACHMENT 5 "%1(JwwCfirist

and 9<la~ :Him '/(]lown"

cpfeasanton P:vaneefica{ Pree C/iurc/i
ma6 SfaCR." Pastor

February 21,2006

The Honorable Mayor and City Council
Planning Commissioners
City of Pleasant on
200 Old Bernal Ave
Pleasanton, CA 94566

Dear Mayor Hosterman, Council Members and Commissioners:

On behalf of the congregation at the Pleasanton Evangelical Free Church, I would like to
thank the City Council and Planning Commission for an opportunity to share with you some
of our vision for our current nine-acre church site in Valley Trails. We have been working
for some time now on a revised plan for the property which would benefit the community
and address our pressing need to replace our current aging building. The new facility would
meet seismic, accessibility, fire, safety and digital age standards developed since our original
construction, and would provide a contemporary setting in which our congregation could
worship and learn.

We are seeking support from the Council and Planning Commission to ensure that the
Evangelical Free Church remains a presence in the Pleasanton community for many years to
corne. In order for this to occur, we are requesting that the land use designation on a six-acre
portion of the property be changed from Public/Institutional to Medium Density Residential
as part of the General Plan Update. This would conform the land use designation to the
current underlying zoning ofR-I-65. This land use change would call for 25 homes to be
reserved against the Pleasanton residential cap.

Our current facility consists of a multi-purpose room used at different times as a worship
center, a fellowship hall, a meeting room, a music venue, a setting for small theatrical events,
a children's activity center, a teen activity center, a lunch room, a children's play area, and a
location for seasonal and community events. When this building was originally constructed,
the plans were to use it for a short time for this broad range of events, and then construct a
dedicated worship center and classrooms as an adjacent building. With the support ofthe
Council and Planning Commission, we are now ready to embark on such a program.

The new facility and parking would occupy approximately the same three-acre footprint as
the current building, parking lot and church grounds. It would feature a dedicated worship
center, classrooms and a new multi-pUlpose building for church and community events. The
existing building would be razed.

RECEIVED

6900 'Valley 'Traifs iDrive, q>Ceasanton, CJI 94588
(925) 462-4362 www.pCeasanton-efc.org

FEB 2 1 2006

CITY OF PLEASANTON
PLANNING DEPT.
