<br />The subject project consists of preparation of architectural and <br />engineering drawings and specifications to remodel and expand the <br />Police Department Dispatch Center. Additionally, the work will <br />include coordination of the upgrade of electrical, communication and <br />911 equipment during the remodel. George Miers and Associates of <br />Moraga, California, has proposed to provide these services at a cost <br />not-to-exceed $33,790.00. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Pleasanton Police Department building was constructed in 1983. Since that time, <br />the building has gone through one major upgrade that constructed a two-story addition <br />on the east side of the building to provide for additional office space, and a single story <br />addition to provide locker room space on the west side of the building. However, there <br />has not been any significant change to the Police Dispatch Center since the original <br />construction of the building in 1983. Through the ensuing years, the number of <br />personnel and equipment supporting the Dispatch Center has more then doubled to the <br />point that there is no longer room to accommodate all dispatch equipment within the <br />Center. In 1990, the Police Department staffed the Dispatch Center with 2 dispatchers <br />at all times. In recent years, it has been necessary to have 3 dispatchers on duty for the <br />majority of the 24-hour workday, with peak periods requiring one or two additional <br />dispatchers. Police dispatchers are also responsible for a myriad of records functions, <br />from front counter assistance, to matron duties, to processing the bulk of incoming <br />paperwork. Additionally, one dispatch position is located outside the Dispatch Center <br />in the records bay. This position responds to 911 telephone calls, and both emergency <br />and non-emergency telephone calls, without having direct line-of-sight to <br />communication with the other dispatchers. This position is also susceptible to increased <br />noise levels from the normal operations of the records center. <br /> <br />Consultant Selection Process <br /> <br />It is staff's intention that the remodeling of the Dispatch Center be completed in the <br />most expeditious manner possible. To fast track this project, staff solicited names of <br />design firms from several local municipalities that had recently constructed or <br />remodeled Police Stations, specifically dispatch center remodels. Staff interviewed <br />several designers for the design of this project. The most knowledgeable and <br />experienced firm, with specific regard to Police dispatch center remodel design, was <br />the firm of George Miers and Associates of Moraga, California.
