design experience in the field of dispatch center remodels that will allow them to
prepare a set of comprehensive contract documents for this project. In addition to the
typical design staff which consists of electrical, mechanical and HV AC personnel, the
architectural firm of George Miers and Associates has a sub-consultant that specializes
in communication, alarms and low voltage systems. Staff felt that this firm's design
strength would be a valuable asset in order to layout and design the relocation of the
Dispatch Center, as well as design a communication center that would fulfill all of the
needs of the Police Dispatch Center staff.

Discussion

The Police Dispatch Center was originally designed as a concrete reinforced bunker
with concrete walls and ceiling, which are independent of the building roofing system.
Staff believes at the time of the design of the Police facility, the City was able to
qualify for additional federal or state funding because of the extra security incorporated
into the Dispatch Center. Unfortunately, these same security measures make the
remodeling of this Dispatch Center expensive to redesign and construct. Removal of the
front wall to expand the Dispatch Center requires a structural analysis to determine how
to support the concrete ceiling. Additionally, many of the Center's electrical,
mechanical and HV AC systems also penetrate the concrete ceiling, making designing
around these obstacles labor intensive. Additionally, there are additional design costs
associated with temporarily relocating the Dispatch Center, including the 911 systems,
to another location within the building during the remodel. This will have to be
accomplished without interruption of any of these valuable systems.

Consultant Fee

George Miers and Associates are proposing to provide the architectural and engineering
design work, including reimbursables, for $33,790.00. To date, under a separate
contract approved by the City Manager, on June 5,2005, George Miers and Associates
have completed preliminary schematic design work in the amount of $7,500.00. The
proposed contract with George Miers and Associates, including Exhibit "A", Scope of
Work, and Exhibit "8", Fee Schedule, are attached to this staff report. The not-to-
exceed cost of the contract is $33,790.00.

FISCAL IMPACT

The cost for this work will be drawn from the funds allocated for this project funding
under Capital Improvement Project 018047. The current balance in this account is
$194,044. A preliminary construction cost estimate for the project is $130,000; the
project architect will further refine this estimate prior to the bidding process.

SR 06:019
