<br />The long, narrow configuration of the site has imposed some constraints in site development. <br />The project is further restricted by the setback from the Arroyo Del Valle at the rear of the site. <br />The applicant proposes a site plan that has units interacting with the streets (Vineyard Avenue <br />and Birch Creek Drive), attempting to create a relationship between the proposed project and the <br />existing neighborhood. In recognizing the existence of the apartment buildings on the adjoining <br />property to the west, the applicant proposes trees and shrubs along the west property line to <br />create a buffer between the existing and the proposed buildings. <br /> <br />The project has been conditioned to construct a sex-foot tall wall along the property line to <br />effectively block the automobile headlights from the guest parking area shining onto the <br />neighboring lot. The wall will have an exterior finish that matches the buildings. <br /> <br />The following table shows the development standards for the proposed project: <br /> <br /> RM-4,000 (Current zoning) i Proposed PUD Development <br /> i <br />Front Yard 30 feet ! 15 feet <br />i <br /> West Side: 12 feet for the building; <br />Side Yard 7 feet (one side) 7 feet for the paseo <br /> 16 feet (both sides) East Side: 15 feet for the building; <br /> 11.5 feet for the paseo <br />Rear Yard 30 feet ! 49 feet <br />i <br />Building Height 30 feet i 40 feet <br />i <br />Parking 97 spaces ! 102 spaces <br />i <br /> <br />Staff believes that the proposed PUD development standards are appropriate for the type <br />and density of the project and will enable the project to fit with the surrounding <br />neighborhood. <br /> <br />DISCUSSION <br /> <br />Please refer to the Planning Commission staff report (Attachment 5) for additional information <br />and details of the project such as the site plan, architectural design, landscaping, fencing, on-site <br />amenities, and green building measures. <br /> <br />The proposed project has had considerable public outreach as coordinated by the applicant and <br />City staff. The applicant has independently conducted various outreach efforts, including <br />neighborhood meetings requesting input from the neighbors.
