<br />Neighborhood Meetings <br /> <br />The residents who attended the neighborhood meetings raised concerns related specifically to <br />traffic and parking. They expressed concern that the existing Vineyard Avenue AM peak hours <br />are already impacted by traffic volumes and by vehicle speed. They stated that with Valley View <br />Elementary School within walking distance from the project site, the additional traffic generated <br />by the proposed project would result in traffic and safety problems for the neighborhood. They <br />believed that the proposed 45 residential units would further impact the already unacceptable <br />traffic pattern on Vineyard Avenue as well as the parking problem resulting largely from the <br />existing apartment complexes in the area. The neighbors were in support of other aspects of the <br />project, especially the design. <br /> <br />Traffic <br /> <br />Vineyard Avenue adjacent to the proposed project has a level of service (LOS) of"C" for a <br />residential collector street. Typically, this project would have been required to provide a traffic <br />study specific to the impacts this project would generate. However, the City recently required a <br />traffic study for the development of the Bernal Commercial Development, dated October 25, <br />2005. That project will be located on Bernal Avenue within Stanley Business Park, and it was <br />recently approved by the Planning Commission. The intersections studied in that report reflect <br />the same intersections that would be affected by this project, existing conditions plus approved <br />project. Therefore, staff believed that the traffic study for the SilverStone project would have <br />duplicated the efforts and results of the Bernal Commercial Development traffic study. Thus, <br />staff waived the traffic study for this project, reducing the applicant's costs and project <br />processing time. <br /> <br />Dowling Associates, the City's traffic consulting firm, created a traffic model for the proposed <br />project which was reviewed and analyzed by the City's Traffic Engineer. The results showed <br />that Bernal Commercial Development would generate more AM and PM trips through the same <br />intersections than the SilverStone project, as follows: <br /> <br />Table 1: Proiect AM/PM Trip Rates <br /> <br /> Bernal Commercial SilverStone Commnnities <br />AM Trips 75 30 <br />PM Trips 204 38 <br /> <br />The trips moving through the First Street/Ray Street/Vineyard Avenue intersection are impacted <br />similarly by both developments, albeit exempt from consideration as a Downtown intersection <br />per the General Plan. As shown below, the Bernal Commercial Development does reflect fewer <br />AM trips through this intersection than the proposed project; however, staff believes it unlikely <br />that all morning trips from the proposed SilverStone project would actually go through this <br />intersection. <br />SR:06:060 <br />Page 6 <br />
