<br />PROJECT DESCRIPTION <br /> <br />The applicant is proposing to develop this vacant lot into forty-five (45) residential condominium <br />units, seven (7) of which are affordable units. Five of the seven are designated for low-income <br />households, and the two are for moderate-income households. <br /> <br />The proposed PUD development consists often (10) clusters of buildings with the number of <br />dwelling units in each cluster varying from three to six. The project consists oftwo-, three-, and <br />four-bedroom units ranging in size from 1,269 square feet to 1,979 square feet. Each unit would <br />have a garage for parking two vehicles. As originally presented to the Planning Commission, a <br />total of 13 guest parking spaces would be provided throughout the development. The placement <br />of the tot lot will remove one parking space, providing a total of 12 on-site parking spaces for <br />guest use. The units that front Vineyard Avenue and Birch Creek Drive would have direct access <br />to those streets. The interior units would be accessible via an interior private street. <br /> <br />The project's design concept has generally remained the same since the initial submittal: four <br />cluster designs distinguished by building exterior colors, front porches, and roofline variations. <br /> <br />The buildings fronting Vineyard Avenue and Birch Creek Drive would be set back 15 feet from <br />the south and east property lines. The interior buildings would be set back 12 feet from the west <br />property line with the courtyard area at five feet from the west property line. This 12-foot <br />setback area would also be used as a vegetated swale area for drainage of the site. <br /> <br />All vehicular access to the site would be at Birch Creek Drive and Vine Street, with one-way <br />travel exiting at Birch Creek Drive near Vineyard A venue. A "Y" shaped turn-around area <br />would be located at the rear of the property near the Arroyo Del Valle for vehicles and fire <br />trucks. <br /> <br />The applicant proposes to install curb, gutter, and sidewalk along the eastern edge of the project <br />(the west side of Birch Creek Drive), a clustered mail kiosk near the development entrance, and a <br />monument sign at the corner of Vineyard Avenue and Birch Creek Drive identifying the <br />development. <br /> <br />The guest parking spaces would be located throughout the side, with five spaces located near the <br />"Y" turn-around at the rear of the site, three spaces in the middle portion of the site, and the <br />remaining three spaces located near the tot lot. Each unit would have two levels of living area <br />above the "tuck-under" garage. <br /> <br />The applicant submitted a conceptual landscape plan that shows the general location and density <br />of the new plants along with a plant palette. Except for the trees to be removed to accommodate <br />the proposed development, the trees that are located near the Arroyo Del Valle would be <br />retained. New trees would be planted along Vineyard Avenue, Birch Creek Drive, along the west <br />property line, and throughout the development as conditioned.
