<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The subject site represents one of the last infill, high-density residential sites in the City of <br />Pleasanton. It is unique in that it is located between two high-density rental developments and is <br />located close to the Downtown area. <br /> <br />The applicant proposes to develop the site with 45 "ownership" residential units with one <br />common area lot. A homeowners association would be formed to enforce the CC&R's. The <br />development has been sensitive to the concerns of property owners and tenants in the <br />neighborhood. <br /> <br />The proposed project has been presented to: <br />. the neighborhood in the form of two City-sponsored workshops; <br />. the Housing Commission on two separate occasions for review and comment; <br />. the Housing Commission for adoption of the Housing Agreement; and <br />. the Planning Commission on two separate dates for review as a workshop item, and <br />finally as a hearing item providing a recommendation to the City Council. <br /> <br />Additionally, the project has undergone peer review from the City's consulting peer review <br />architect, Cannon Design Group. Comments received from Larry Cannon have been <br />incorporated into the design. The applicant has made several modifications to the plans <br />reflecting the comments and concerns from the stakeholders and the City commissions. <br /> <br />Complete discussions of the subject property and the project's background are contained in the <br />attached Planning Commission staff report. <br /> <br />SITE DESCRIPTION <br /> <br />The approximately 2.76-acre vacant site is an infill site located at the southwest corner of <br />Vineyard Avenue and Birch Creek Drive. The site gently slopes from Vineyard Avenue until the <br />middle portion of the site; the grades then become significantly steeper toward the Arroyo Del <br />Valle at the northern portion of the site. <br /> <br />The site abuts the Arroyo Del Valle to the rear (north) and is surrounded by existing medium- <br />and high-density residential developments (Birch Creek Homes, Birch Creek Condos, and Del <br />Arroyo Apartments) on the east and west sides. On the south, across Vineyard Avenue, are <br />single-family residences. Existing trees and other vegetation exist throughout the lot. <br /> <br />SR:06:060 <br />Page 3 <br />
